Tender Description
The Greenmount Water Treatment Plant (WTP) is greenfield plant which will provide safe and secure drinking water to southern Toowoomba towns of Greenmount, Nobby, Clifton and Cambooya within the Toowoomba Regional Council area.
The treatment is required to be designed to an ultimate (2100) design capacity of 3.0 ML/d based on projected mean day maximum month (MDMM) demand. A planning and options study was completed in 2025 which identified a conventional water treatment train as the preferred option for this treatment plant, comprising of the following major process units:
• Raw water tank, raw water pump and pipeline connection to WTP header tank
• By-pass Powdered Activated Carbon contact tank and dosing system
• Coagulation using aluminium chloro-hydrate followed by flocculation
• Lamella clarifier
• Pre-chlorination contact dosing
• Dual media filters (DMF)
• Ultraviolet (UV) disinfection followed
• Disinfection using hypochlorite dosing and contact tanks
• Sludge dewatering and removal
• Fluoride dosing may be included as part of the treatment train following the final chlorination step and this component will be included in the tender to be priced as a separable portion.
TRC has determined that the works will be delivered using a Design and Construction (D&C) contract.
Through this Expression of Interest (EOI), TRC is inviting suitably qualified and experienced contractors to express interest in being invited to tender for the Design and Construction contract, including commissioning and proof of performance testing (hereafter referred to as the D&C Contract). This EOI is for the all works associated in delivering the Greenmount Water Treatment Plant under this D&C Contract.
Following evaluation of EOI submissions received up to three (3) respondents will be shortlisted to be invited to tender for the D&C contract. Based on evaluation of Tenders submitted by shortlisted Tenderers, and subject to the necessary approvals being in place, TRC will enter into a D&C contract with one contractor.
