Tender Description

Overview

In partnership with Transport for NSW, Transport for Tomorrow will be undertaking the Regional Rail and New Intercity Fleet enabling works to support the introduction of the new RR and NIF fleets.

About Transport for Tomorrow

Transport for Tomorrow is a partnership between Transport for NSW, Laing O'Rourke and KBR, delivering a five-year program of station and rail infrastructure upgrades across NSW, under the More Trains, More Services program. More Trains, More Services is a NSW Government program designed to simplify and modernise the rail network and under this program, Transport for Tomorrow has already successfully delivered numerous Projects.

Project Overview

Regional Rail (RR)

The RR enabling works consists of seven (7) phases distributed across the NSW regions as listed below:

  •  RR Phase 1 - Central to Dubbo
  •  RR Phase 2 - Hornsby to Brisbane
  •  RR Phase 3 - Campbelltown to Melbourne
  •  RR Phase 4 - Singleton to Armidale, Werris Creek to Moree
  •  RR Phase 5 - Orange East Fork to Broken Hill, Mittagong to Canberra, Coolamon to Griffith
  •  RR Phase 6 - Westmead to Mount Victoria
  •  RR Phase 7A2 - Southern Highlands (Glenfield to Goulburn)
The key work elements of the Regional Rail Enabling Works are summarised below:

  •  Stations Works: To allow for the safe operation of the new RR fleet across the existing regional rail network, including the installation of new car markers, modification of some platforms, and assessment of impact on signalling.
  •  Stabling Works: To facilitate the proper stabling, refuelling, provisioning and access of the new RR fleet to allow it to operate.
  •  Simulator Works: To support the RR fleet training of crew which will be delivered in the simulator and the simulator to be transported on a semi-trailer.
  •  Turnback and Stabling Car Markers: To ensure additional car markers are installed to enable the RR fleet to be stabled, provisioned and operationally turnback at each of the locations listed in the respective sections.
  •  Signalling Works: The Automatic Train Protection (ATP) system installed on the Sydney Trains network was initially designed for the electric train fleet. To allow for the RR fleet to utilise the ATP system without degradation of service, additional balise groups are required to be installed or existing balise groups reprogrammed.
New Intercity Fleet (NIF)

Transport for NSW is replacing the existing rolling stock on the rail network running from Sydney to Newcastle on the Newcastle and Central Coast Line, to Lithgow on the Blue Mountains Line, and to Kiama on the Illawarra and South Coast Line. The new rolling stock is the Mariyung trains (NSW Trains D sets).

The Final Operating Model for the NIF includes a guard stationed at the rear of the train, with access to the platform to provide passenger assistance. This operating model change has the potential to impact the stopping location of the trains based on previous concept design, and the associated trackside infrastructure.

The RIU - NIF consists of three (3) phases distributed across the intercity lines, with the scope of works for these phases detailed in this document as follows:

  •  New Intercity Fleet Newcastle and Central Coast Line
  •  New Intercity Fleet Blue Mountains Line
  •  New Intercity Fleet Illawarra and South Coast Line
The key work elements of the New Intercity Fleet Enabling Works are summarised below:

  •  Stations: Changes to station infrastructure are required to support the change in Final Operating Model.
  •  Signalling: To allow for the safe operation of Automatic Selective Door Operation (ASDO) the works include installation or reprogramming of ASDO balises and installation or modification of existing signalling due to the change in operating model
