Project goals
Greater Sydney Parklands (GSP) seeks to engage a contractor to provide turf technical support services at Moore Park Golf Course (MPG) within the Centennial Parklands over 12 month period with possible extension options of 2 x 12 month periods.
This will allow for improved services at the MPG and provide a consistent and appropriately qualified contractor with strong performance measures to deliver requirements of the scope.

Scope
The scope of works for the contract includes providing a comprehensive labour services for the maintenance of turf greens, tees, fairways and surroundings, including mowing, ball mark elimination, preparation of greens and managing turf health. Services are to encompass turf renovations, aeration, top dressing and the control of insects, fungi, and weeds.
The contractor will require a high level of technical skills and specific qualifications which will minimise the loss of healthy turf coverage and ensure a quality surface for users.
Ongoing liaison with GSP is required to ensure the sufficient labour is provided to meet the demand of tournaments, weekends and after hours as required.

Mandatory Site briefing details
A site briefing will be held on Wednesday, 18 June 2025 at 9:00AM at Moore Park Golf Maintenance Facility, Dacey Avenue, Moore Park NSW 2120. Attendance is mandatory, tenderers must attend this site briefing to consider for tender. Any tender submissions received from tenderers who did not attend, will be passed over for review. Registration is required to attend, please send email of attendee names to selena.costelloe@dpie.nsw.gov.au. A maximum of 2 persons can attend breifing from each company.

Opportunity requirements
1. Mandatory Criteria Requirements
These are the minimum criteria for a respondents to demonstrate the ability to deliver services. These criteria are to be evaluated on a pass/fail basis. Responses which do not demonstrate compliance with the mandatory criteria will be excluded from the evaluation.
1. Suitable certification and qualifications as demonstrated by:
a) Relevant qualifications of an Australian Qualifications Framework (AQF) compliant Diploma of Sports Turf Management, with relevant experience, for the manager/supervisor who will manage the operational team.
b) Quality Management System ISO 9001 certification or demonstrate that equivalent QMS systems are in place
c) Third party certified Occupational Health and Safety Management System AS/NZS 4801
2. Maintenance of good corporate citizen status (litigation /solvency / media scrutiny / government relations / relationship with sub-contractors). The supplier code of conduct (https://info.buy.nsw.gov.au/policy-library/policies/supplier-code-of-conduct) outlines expectations for behaviour when doing business with the NSW Government. The Respondent is to answer all questions below in response to this mandatory requirement, with clear and concise statements.
a) Declare any known incidence of non-compliance with the supplier code of conduct.
b) Declare any conflicts of interest, whether real or perceived.
c) Identify how you ensure suppliers within your supply chain are not engaged in, or complicit with, human rights abuses, such as forced or child labour.
d) Declare where any of the proprietors, directors, trustees, managers or their spouses, currently, or at any time within the last five years, have been the subject of (including any pending):
i) Legal proceedings, winding up or bankruptcy proceedings.
ii) Insolvency administrations or investigations
iii) Investigations by ICAC, Fair Trading, the Fair Work Commission or any other public body
iv) Any other event that may cause unacceptable or adverse reputational risk to the Department.
