The Digital Transformation Agency (DTA) is seeking information from the market to inform the planning and requirements development of a solution or a service which will allow it and other buyers to conduct investigations into its supply chains, to identify indicators of Foreign Ownership, Control or Influence (FOCI) in Technology Assets.

The RFI will be used to explore the market and inform the DTA of the technical solutions available and inform planning and scoping of requirements. It will assist in understanding the capabilities of existing solutions and the capacity for the industry to implement them.

This RFI is not part of a multi-stage procurement and is intended to inform requirement developments for a potential approach to market. A response will not: guarantee a selection of sellers in anyway, or provide them with any advantage, or preclude them from future approaches to market on this matter. Sellers are to note that future approaches may be directed towards an individual marketplace or category.

The users and their needs

DTA manages whole of government digital and ICT marketplaces, panel and strategic sourcing arrangements for the Australian Government, its entities, known as buyers. These buyers utilise the contracts generated by the DTA to purchase technology assets, and services.

The DTA is investigating the market on behalf of the Australian Government. The goal of the solution is to ensure that buyers have accurate information to appropriately, identify, manage and report FOCI risks. The solution will assist in identifying certain risks in supply chains when undertaking procurement and maintenance of technology assets.

2. The solution and must be security conscious and appropriate for use in a government context. It must allow for:

• real time monitoring to identify FOCI indicators,
• consistent experiences for all entities
• exports in digital format that can be formatted, stored, shared, or printed
• multiple entity access and independent entity profiles,
• centralised reporting by DTA.
