Tender Description
This Tender is invited by the Issuer.
The Authority has now established a contract for an LMS and is now seeking to procure the services of a professional eLearning design company with demonstrated expertise in updating existing eLearning modules. Additionally, the provider will be procured to design innovative eLearning modules that will form part of the NZEA’s training catalogue (specific training to be determined). As part of the work, the successful supplier will be required to:
- Modify existing eLearning source files for SCORM training packages, including updating of branding, naming conventions and other changes as identified, with the final product to be accessed through ACORN PLMS
- Design and develop learning experiences aligned to the APS Learning Quality Framework (LQF) and Continuous Learning Model (CLM).
- Ensure all artefacts meet WCAG 2.0 AA mandatory standards.
- Ability to access and edit, modify, and create eLearning modules using Articulate Rise 360 software.
1. Authoring
Unless otherwise agreed with the Commonwealth, the Contractor must ensure that all eLearning Deliverables provided under this contract are authored in Articulate Rise 360.
2. Release of IP
Unless otherwise agreed with the Commonwealth, the Contractor must agree to release the Intellectual Property (at a fee) of all eLearning, including any source files associated with the eLearning Deliverable.
Where the Contractor is unable to agree to the release of IP, the Contractor must notify the Commonwealth. The Commonwealth will work with the Contractor to ensure that all Deliverables meet the necessary requirements.
3. WCAG 2.1 AA Compliant
Unless otherwise agreed with the Commonwealth, the Contractor must ensure that all Deliverables provided under this contract are compliant with the Web Content Accessibility Guidelines (WCAG) 2.1 AA as per WCAG 2.1 AA Checklist attached.
4. Testing
The Contractor must ensure that prior to providing any Deliverables to the Commonwealth the Contractor has tested the source and SCORM files with one of the following software:
- Jaws
- Dragon
- Zoom Text; or
- Fusion
and found the Deliverables to be WCAG 2.1 AA compliant as per the WCAG 2.1 AA Checklist.
Where the Contractor is unable to test the Deliverables using the software specified above, the Contractor must notify the Commonwealth. The Commonwealth will work with the Contractor to ensure that all Deliverables meet the necessary requirements.
Suppliers to provide detailed breakdown of editing, reviewing, authoring, creating, and any other related costs, associated with eLearning module updating and creation.
