Emergency Management - Multi Agency Coordination System

Project goals

The Premier’s Department (NSW PD) is planning to release the following selective market opportunity scheduled for June 2025.

Scope

• Implementing the EM-MACS Minimum Viable Product (MVP) with initial requirements specified below. Further solution requirement details will be provided upon RFQ release
• Facilitate comprehensive data sharing by integrating with internal platforms
• Enable collaboration with agencies for a given emergency operation centre (EOC)
• Creating authorised user profiles with tiered permissions, ensuring secure access via a robust identity and access management system
• Provide intuitive documentation and interface to support briefings and situational reports
• Implement mechanism to classify sensitive data, track information for audits, and meet compliance and security standards
• Providing ongoing support from Level 2 to Level 3
• Meeting specified performance requirements (eg. implementation timeline, solution availability)

1. Prequalification Requirement

As a NSW Government Agency, Premier’s Department are required, under the Procurement Board Direction PBD-2020-05, to engage prequalified Suppliers approved under the ICT Services Scheme. Therefore, it is mandatory for interested tenderers to be registered as an Advanced Supplier under the ICT Services Scheme (SCM0020).
