Tender Description

Digital Earth Africa is a program that exists to improve the lives of people across the African continent by translating Earth observations into insights that will support sustainable development. The Digital Earth Africa platform and services enable African governments, industry and decision makers to track changes across the continent in unprecedented detail. This provides valuable insights for better decision making across many areas, including flooding, drought, soil and coastal erosion, agriculture, forest cover, land use and land cover change, water availability and quality, and changes to human settlements.

Geoscience Australia requires a supplier based in Africa to transition, deliver and own the Digital Earth Africa program.

Services include the operation and management of Digital Earth Africa program activities, including program leadership, program delivery & coordination, science and product development, technology and platform, user engagement and capacity development, and communications and outreach.

Other Instructions:

A general Industry Briefing will be held on Wednesday 9 July 2025 at 6.00pm local time in the Australian Capital Territory (ACT)

A second industry briefing, focussed on the technology and platform management aspects of this Tender, will be held on Tuesday 22 July at 6.00pm local time in the Australian Capital Territory (ACT).

Tenderers are encouraged to attend both sessions.

Both sessions will be conducted via Microsoft Teams. Meeting details, including information on how to attend the briefing, will be published as an Addenda to the RFT at least one week ahead of the scheduled briefing time.

The estimated period of the contract is between 1 December 2025 – 31 March 2028.

Conditions for Participation:

The Commonwealth will exclude a tender from further consideration if the tenderer does not meet the following conditions for participation:

  • the tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type;
  • the tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier Subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive); and
  • the tenderer must not be a government entity of a single sovereign nation at either a national or sub-national level.

Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their Subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

If the tenderer is a foreign (i.e. non-Australian) entity, the tenderer should complete the application form for international tenderers (available at 10068b9b-d852-4014-97eb-4921e960cea2_37aecd00_8672_4d3f_9443_0606cf31c6dc_pdf) and email a completed application form to STRapplication@ato.gov.au.

The Australian Taxation Office will usually issue a Statement of Tax Record to an applicant, or ask for additional information if necessary, within four business days. However, tenderers are responsible for obtaining all required Statements of Tax Record within sufficient time to meet these conditions for participation.

Depending on their entity type, some tenderers may need to apply for multiple Statements of Tax Record. Further information about this is available at https://www.ato.gov.au/business/bus/statement-of-tax-record/.

Notes: This clause addresses Parts 6.a.i, 6.a.ii, 6.d, 6.e, 9.a, 13.a.i and 13.a.iv. of the Shadow Economy Procurement Connected Policy.
