Tender Description
Metro Tasmania is a state-owned company and the largest passenger transport operator in Tasmania. Its core business is the operation of bus services in Hobart, Launceston, and Burnie.
Metro is inviting tenders for the supply, installation, and commissioning of a bus wash facility at its Launceston Depot. This project aims to replace the current end-of-life facility with a modern, efficient, and reliable system that protects fleet assets and meets Metro's operational cleaning requirements.
Metro does not prescribe a specific type or model of bus wash system; all viable options will be considered. Tenderers are welcome to submit multiple system proposals.
A voluntary site visit will be held on 11 June 2025. This visit offers prospective Tenderers an opportunity to clarify the tender requirements and inspect the site prior to preparing their submissions. Attendance is encouraged, particularly as detailed specifications of the bus wash building dimensions will not available for released.
Please note that this project is subject to final funding approval. Following evaluation of all submissions and identification of a preferred Tenderer, Metro will seek approval for funding and contract award.
Project Summary:
To replace the existing end-of-life, inefficient, and damaging bus wash facility with a new, modern, efficient, and reliable system that protects fleet assets and meets operational cleaning requirements.
1. Requirements Definition & Design:
a) Conduct a detailed site assessment of the existing bus wash area and utility connections (power, water, drainage).
b) Finalise the technical specifications for the new bus wash system (e.g., type - rollover, drive-through; capacity; wash cycle time; water usage/reclamation requirements; compatibility with current and future fleet).
c) Prepare detailed design drawings and specifications for the installation, including any necessary site modifications (civil, electrical, plumbing).
d) To be able to wash buses 3m high x 2.5m wide
o Obtain all necessary internal and external permits and approvals for the work.
2. Decommissioning and Removal:
a) Safely isolate and disconnect utilities from the existing bus wash unit.
b) Dismantle and remove the existing bus wash equipment and any associated redundant infrastructure.
c) Arrange for the appropriate disposal or recycling of removed materials in accordance with environmental regulations.
3. Site Preparation & Civil Works:
a) Undertake any required modifications to the site, which may include concrete slab adjustments, drainage improvements, or structural alterations to the wash bay area.
b) Perform necessary upgrades or modifications to electrical and plumbing services to meet the requirements of the new system.
4. Supply, Installation & Integration:
a) Coordinate the delivery of the new bus wash system components to the site.
b) Install the new bus wash system, including all mechanical, electrical, and plumbing components, according to the approved design and manufacturer's specifications.
c) Integrate the new system with existing site utilities and control systems.
5. Testing & Commissioning:
a) Conduct comprehensive testing of the installed system to ensure it functions correctly and safely.
b) Verify that the system meets all specified performance criteria (e.g., wash quality, cycle time, water consumption).
c) Calibrate the system and make any necessary adjustments.
d) Obtain operational sign-off.
6. Training & Handover:
a) Provide comprehensive operation and routine maintenance training to designated personnel.
b) Supply complete documentation, including operating manuals, maintenance schedules, as-built drawings, and warranties.
c) Formally hand over the completed and commissioned facility to the operations team.
Tender Site Visit
Metro will deliver a voluntary Tender site visit (11 June 2025 at 10:00am) onsite at the Launceston Depot (168 Wellington Street Launceston). Tenderers may also attend online using Teams for the presentation only.
This visit provides an opportunity for prospective Tenderers to gain clarification on the tender requirements and inspect the site prior to submitting their proposals.
