This commission is to take the work to date and Concept Design (see Section 5) forward, delivering a design based on which the Council can tender the upgrades over the coming years and which delivers the outputs in Section 2.2 and outcomes in Section 2.3

Extent of site

• the Southbrook Resource Recovery Park, 284 Flaxton Road, Rangiora 7691, which includes the three main zones within the park (RTS, RRC and RRH) and the traffic routes and flows between them

• any adjacent land purchased for new access point(s)

Scope of services

• Preparation of the design of the upgraded Southbrook Resource Recovery Park which includes preparing the preliminary, developed and detailed designs in accordance with the approved Concept Design and Design Brief

• Preparation of a Geotechnical Investigations scope and specification, to allow the Council to separately procure these investigations

• Preparation of a detailed Staging Plan indicating the staging of physical works to ensure continual operation of the site and the key activities

• Providing support for the engagement with users, operators and other key stakeholders during development of the design, including facilitating and leading and recording workshops at key times throughout the design (Stakeholder engagement and communications will be led by Council)

• A technical assessment of impacts to support development of an AEE and consent application(s), addressing geotechnical, stormwater, flood risk, servicing, ecology, landscape and visual, traffic and transport. Note that the Council’s inhouse planner will prepare the consent applications; and soil contamination, ecological and archaeological studies are currently underway.

• A robust cost estimate to deliver the construction phase updated at each design phase including a quantitative risk assessment

• Tender and Construction issue documents for each of the three stages

• Construction monitoring and contract administration (Provisional)
