Tender Description
The early work required for the GD Warrie Development Project includes establishing site infrastructure, including the development of laydown areas, access tracks, installation of heritage site fencing, and borrow pits. Key tasks also involve general earthworks such as vegetation clearing, topsoil removal, grading, and compaction to prepare the site for construction activities.
Overview
• Establish borrow pits, topsoil dumps to support constructions and operations.
• Establish Laydown area and miscellaneous works
• Construction of access tracks
Qualifications:
• Supervisors and personnel must comply with RTIO TNA requirements.
• Operators must hold Cert III in Civil Construction, a minimum of five years of experience, relevant immunizations (Hepatitis A/B, tetanus, and polio), and relevant high-risk licenses including VOCs to operate the plant and equipment onsite.
Compliance:
• The Contractor must comply to all applicable Australian and International standards, RTIO HSE, environmental, quality, and heritage management requirements. The Contractor is required to implement and maintain all site-specific risk controls.
• Plant and Equipment must be mine-spec compliant, fitted with required safety features, and maintained with up-to-date service records in accordance with RTIO specifications and standards.
Environmental & Heritage:
• The Contractor must have cultural heritage awareness and a working knowledge of RTIO environmental and heritage procedures.
General Requirements
Laydown Area and miscellaneous Earthworks
• Establish laydown area and access track to those areas
• Removal of any equipment and materials stored in the area to a location directed by the Company
• Clear and Grub any vegetation.
• Removal topsoil
• Grade and compact
Borrow Pits
• Establish several borrow pits to source material for select fill, structural fill and wearing course.
• Establish the access tracks (and tidy up existing tracks where applicable) as required to access the borrow pits.
• Grade the access tracks to create a safe surface in accordance with RTIO standards.
• Clear and grub.
• Topsoil and Subsoil removal.
• Stockpile cleared material, topsoil and subsoil at the nominated topsoil dump. Strip topsoil when subsoil is being stockpiled.
• Clear the borrow pit in accordance with RTIO-HSE-0043075 and RTIO-HSE-0011586 noting the requirement for 200mm strip depth for topsoil.
Construction of Other Access Tracks
• Establish construction access tracks from Laydown area to WD4 Landbridge to suit HME & LME equipment.
• Grade the access tracks to create a safe surface in accordance with RTIO standards.
• Clear and grub.
• Topsoil and subsoil removal.
• Stockpile cleared material, topsoil and subsoil at the nominated stockpile locations.
Heritage Site delineation
• Supply and install heritage fencing around identified heritage sites in accordance with RTIO Heritage Delineation Procedure, GD Warrie Heritage Protection Plan, and as Directed by RTIO.
Reporting and Performance
• Weekly and Monthly Reports: The contractor must provide weekly and monthly reports detailing health, safety, environmental data, maintenance activities, emergency call-outs, and cost summaries.
• Key Performance Indicators (KPIs): Performance will be measured against KPIs related to safety, operational quality, and financial strength.
• Continuous improvement plans must be developed and implemented.
Schedule/Programme
• Prequalified Contractors, during tender phase, will be required to submit a proposed schedule outlining the sequence and duration of early works activities, aligned with project milestones
• Q1 2026 – Contract Award (duration: 3 or 4 months - indicative)
Asset Management
- The supplier must maintain a comprehensive asset database, including details of all assets and maintenance work.
