Tender Description

The City of Canning (the City) is seeking to engage a suitably experienced and qualified organisation, or organisations, to provide Closed-Circuit Television (CCTV) system services, including installation, upgrade, and maintenance. The proposed contract will be for an initial period of two (2) years, with the option to extend for an additional one (1) year at the sole discretion of the City.

The scope of services includes comprehensive maintenance of the City's CCTV systems, health monitoring, cleaning, firmware updates, system upgrades, and new installations. This also encompasses design and proposal services for new camera requests, software integration and upgrades, testing of remote and local network connections, condition inspections of mounting structures, and asset reporting.

As at the date of this Request, the City owns and operates the following CCTV infrastructure:

  •  412 fixed cameras (internal and external), installed on buildings, poles, and other infrastructure;
  •  2 CCTV trailers, each fitted with six (6) Hikvision cameras and a Network Video Recorder (NVR);
  •  1 Variable Message Sign (VMS) trailer equipped with four (4) Hanwha Wisenet cameras;
  •  10 vehicle-mounted units, each with a single Hikvision camera and NVR (deployed in Community Safety vehicles including Ford Rangers and Ford Transit vans).

The City currently operates a hybrid Video Management System (VMS) comprising Genetec Security Center SaaS (v5.12), Wisenet Wave (v5.14), and Hikvision NVRs. It is the City's intention to progressively migrate all cameras to Genetec and Wisenet Wave platforms.

The successful contractor(s) will be required to service and support the full range of existing and future CCTV equipment, including related infrastructure such as mounting poles, electrical systems, power supplies (including backup), wireless transmitters, and associated cabling. The City will retain full administrative control over all systems. Projects estimated to exceed $99,000 in value may be excluded from the scope of this contract.

To ensure best value for money, the City reserves the right to award the contract to a single provider or multiple providers. The contract term will commence from the date of award and remain in effect for two (2) years, with a potential extension of one (1) additional year, up to a total contract period of three (3) years.
