MPSC FRRR Program Delivery Overview
The delivery of the Essential Public Asset Restoration (EPA-R) Works will be undertaken by Principal Contractors engaged by Moree Plains Shire Council to undertake the road repair scope of works including site management, WHS & Environmental Management and traffic management.The scope of road repair work is proposed to be split into Tranches to enable efficient delivery of the works over the funding timeframe to June 2027. Each Tranche of work will be required to be tendered as separable portions within the tender submissions The Principal may elect to award separate contracts for specific sections or types of works to different Tenderers.The proposed Tranches have been packaged based on road hierarchy priority and a geographical basis to enable MPSC to repair high priority roads first and also enable logistical efficiencies by a single Principal Contractor completing works within a geographical zone of MPSC Local Government Area. The value of the proposed Tranches is expected to be in the range of $5M to $15M. Each of the geographical zones are approximately 50km in distance from each side and will enable the Principal Contractor to utilise existing stockpile sites & arterial roads to move plant and materials, as well as potentially base their staff in a locality in the area for an extended period of time (eg. Moree, Mungindi,Goondiwindi, Garah, Terry Hie Hie etc).
Scope
Expressions of Interest (EOI) are invited from organisations wishing to be pre-registered to tender for the proposed contract for MPSC – Flood Recovery Road Repairs Program.
The road repair construction works will include:
- Conducting initial site assessment and investigation to identify and confirm areas requiring repair.
- Plan and schedule repairs, considering and managing factors such as traffic management and safety.
- Execute repair works as detailed for each site.
- Ensure compliance with relevant regulations and in accordance with applicable specifications.
- Provision of work as executed details, including geolocation and photographic and/or video records
The road repair construction works will include repair of flood damage defects to Council/TfNSW Construction Specifications for Heavy Patching of bitumen sections, medium grading & heavy grading of unsealed sections and gravel re-sheeting of unsealed sections.
Note that this is a brief overview of the proposed contract and the scope of work. More details will be included in the Request for Tender (RFT) documents provided to organisations that are invited to submit tenders as a result of this EOI process.

MANDATORY BRIEFING FOR POTENTIAL APPLICANTS
A briefing session will be held in 3rd week of the EOI period, Tuesday 3rd June, in Moree (location to be advised via an addendum) and via a MS Teams screening.
