This Tender is invited by the Issuer.
The Department of Prime Minister and Cabinet’s Cyber Upgrades to Reduce Exposure (CURE) Program requires a commercial procurement partner to design, develop, and deliver a commercial strategy, work packages, and end-to-end approach to market for a major ICT transformation.
The program seeks to transition to a cloud-based network and technology platform for the department and shared services agencies. Multiple vendors will need to be engaged to deliver this objective over multiple financial years.
The program is seeking to engage a partner to deliver on a commercial procurement strategy and resulting approaches to market in alignment with the program’s aggressive schedule, delivering a new cloud-based ICT environment, applications, and services.
Key Deliverables:
- Commercial procurement strategy – strategy and framework for the program’s approaches to market, market research, risk management, recommended panel arrangements, schedule, evaluation criteria and evaluation panel, shaping and negotiating the selected vendor contracts, and ensuring probity.
- Commercial work packages – determine suitable outcome-based packages to release to the market for delivery.
- Requests for tender – approach to market documentation for work packages, including questions and industry briefing information session(s).
- Evaluation and selection – organising the evaluation panel, providing technical advice to the selection panel, rating responses against assessment criteria, drafting selection and outcome documentation.
- Delivery partner engagement and contract negotiations – drafting, negotiating, and finalising contracts for successful delivery partners.
Commercial work package requests for tender are likely to be phased over a period of 3-6 months, from June 2025, with all work expected to be finalised by 31 December 2025.
Note: in accordance with the Commonwealth Procurement Rule,s a separation of roles will be included between the selection of this contractor and offering to supply services for subsequent procurement activities. This will be to ensure probity, effective competition and to avoid potential conflicts of interest, such as a contractor assisting with a procurement process and also bidding for the services at the same time.
