Tender Description
Blacktown City Council seeks tenders to establish panel of pre-qualified construction contractors capable of delivering major construction works over the next five years.
Project goals
This RFT seeks to identify and shortlist a panel of suitably experienced and qualified construction contractors capable of undertaking the main construction works of each of the projects mentioned in below or any other future projects through the select tendering process.

- Mount Druitt Hub Expansion
- Mount Druitt PCYC Expansion
- Mount Druitt Swimming Centre Redevelopment
- Blacktown Aquatic Centre Upgrade
- First Nations Cultural Hub – Mount Druitt
- Leo Kelly Blacktown Arts Centre
- Mount Druitt Town Centre – Public Domain & Streetscape & Utilities Works
- Rooty Hill New Council Office (subject to future Council decisions)
- Blacktown CBD New Council Office (subject to future Council decisions)
Scope
We are looking for Construction Contractors capable to deliver projects like Aquatic Centres, Community Hubs and Libraries, Sporting Halls and Recreational centres, Public Domain and Streetscape, Arts and Cultural Centres, Office Buildings, Demolition projects etc.
Through this prequalified tendering process, Council aims to establish a Transformational Projects Construction Panel comprising recognised contractors who will be invited to participate in select tender processes for transformational projects to be delivered by Council.

Tenders must be submitted in accordance with the tender submission conditions set out in RFT document and by uploading the response electronically to the eTender box via this website.
Responses must be received before the closing time and closing date as indicated below.
Tender Closing date and time- Wednesday, 18 June 2025, 3 pm, Sydney time

Opportunity requirements
1. Have you joined the Industry Briefing?
As part of this RFT (C9/2025), an industry briefing will be held to formally inform the market about the upcoming tendering process for the main construction works of the Transformational Projects. While attendance is not mandatory, participation is highly encouraged, as this is a competitive open market process and represents the only opportunity for contractors to be deemed as recognised contractors on the Panel, to be used for select tenders for each project.
Respondents must register for the briefing meeting by registering their attendance via https://blacktown.nsw.gov.au/industrybriefing by 5:00 pm on Friday, 16 May 2025.
