Project goals

NSW SES requires the supply, delivery, installation, and testing of GPS trackers for vessels to address challenges in:

• Monitoring boat team movements during operations
• Situational awareness during flood rescues
• Fleet management and reportabilityCurrently, tracking is only available on some vessels fitted with a radio, and this is limited to areas with Public Safety Network (PSN) coverage.

The proposed solution must:

• Enhance the organisation’s operational capability, including improved tracking and oversight of boat teams.
• Improve member safety by enabling real-time visibility of vessel locations, especially in remote or high-risk environments.
• Increase operational efficiency through better situational awareness for incident management and reduced reliance on manual reporting.
• Support fleet management and maintenance planning by providing data for usage monitoring and servicing schedules.
• Require minimal ongoing input or maintenance from volunteer members, ensuring ease of use and sustainability in field operations.

Scope

The Principal requires suppliers to provide GPS devices, including:

• Initial supply of GPS tracking device hardware for vessel installations.
• Delivery of GPS devices in agreed quantities to specified NSW SES locations.
• Commissioning and configuration of all GPS devices.
• Installation of GPS devices along with all cabling and consumables (should the Principal choose to go ahead with the install component).
• Access to user data portal.
• Development and supply of deployment procedures, user guides, and all relevant documentation for the supplied equipment.

Additional details/instructions

In order to respond to this RFT, suppliers must have Advanced pre-qualification under Category P01 fixed, mobile, satellite, and networking equipment of the ICT Services Scheme 0020. Suppliers are required to be prequalified under the ICT Services Scheme 0020 only and NOT SCM0053.
