Tender Description
The scope of work includes the supply, installation, and completion of all labour, materials, plant, and equipment required to implement short-term road safety treatments along Federal Drive in Federal village, in accordance with Byron Shire Council requirements and relevant standards. The works are to be undertaken to mitigate current safety risks to pedestrians and road users until long-term upgrades are delivered under the Federal Village Masterplan.
The scope includes, but is not necessarily limited to, the following:
1. Speed Zone Signage Works
- Installation of 30kph speed limit signage within the designated village section of Federal Drive, as approved by Transport for NSW (Tfnsw).
- Installation of additional 50kph repeater signs in the surrounding road network to improve driver awareness, as recommended by Tfnsw.
- Coordination with Tfnsw and the Council’s Works team regarding exact signage locations and specifications.
2. Line Marking
- Edge line marking on both sides of the Federal Drive within the project extent to define the road edges.
- Centreline marking to delineate opposing traffic lanes and reinforce the reduced speed environment.
- All line marking is to be in accordance with Tfnsw specifications and the relevant Australian Standards (e.g. AS 1742).
- Surface preparation and removal of conflicting or redundant existing markings, where applicable.
3. Pedestrian Build-Outs (Kerb Blisters)
- Installation of kerb extensions at the nominated crossing point to narrow the roadway and provide a designated location for pedestrian crossing activity.
- Design must allow for drainage flow and not obstruct existing infrastructure (e.g. kerb inlets, driveways).
- Connection of the build-out location to the existing footpath running through the adjacent park.
- Supply and installation of pedestrian advisory signage and pavement decals (e.g. “Look Out Before You Step Out”).
4. Threshold Treatment – Southern Approach
- Construction of a threshold treatment at the southern entry to the village (Federal Drive), similar to the existing treatment on the northern approach.
- Treatment to include coloured surface treatment (e.g. red textured surfacing), raised profile and/or rumble strips as appropriate, and associated signage.
- Design to provide visual and tactile indication of the transition into a low-speed, pedestrian-active zone.
5. Traffic Control and Safety
- Preparation and implementation of a Traffic Control Plan (TCP) for all works in accordance with the Traffic Control at Work Sites Manual and AS 1742.3.
- Ensuring safe access for pedestrians, residents, and businesses throughout the duration of works.
- Notification to affected stakeholders prior to the commencement of works.
6. Site Management and Clean-Up
- Protection of existing assets and reinstatement of any disturbed areas (including landscaping, road surfaces, kerb and gutter, etc.).
- Removal of construction waste, surplus materials, and restoration of the site to pre-works condition.
- Compliance with all environmental, heritage, and local amenity requirements.
- All works must be carried out in accordance with Byron Shire Council standards, applicable Tfnsw guidelines, and relevant Australian Standards. The contractor is responsible for coordinating with Council representatives and obtaining all necessary approvals and permits prior to commencement.
