Tender Description

Safer Care Victoria (SCV) seeks an expression of interest from vendors and/or partners with proven expertise in quality improvement, data analytics, and health system transformation to be engaged as the system transformation partner to support the design and operationalisation of the SCV Learning Health System, Safer Together Program and the delivery of large-scale improvement initiatives, contributing to both strategic program development and tactical execution.

This EOI process aims to identify suitably qualified vendors and/or partners with the skills and experience to deliver and support the “Safer Together Program”, focusing primarily on:

  • Continuous Quality Improvement (CQI) Methodology Design and Implementation
  • Establishing a Learning Health System (LHS) and Insights Hub
  • Design and Deliver Large-Scale Health Sector Improvement Initiatives and Program Strategy
  • Training and Capability Building and Uplift in Quality Improvement and Learning Health Systems
  • Support for Evidenced-Based, Statewide Improvement Initiatives.  

Key Deliverables

1. Continuous Quality Improvement (CQI) Methodology Design and Implementation 

Vendor(s) will be required to: 

• Support Safer Care Victoria to embed CQI frameworks across Victorian health services, leveraging evidence-based methodologies such as Plan-Do-Study-Act (PDSA) cycles, Lean, Six Sigma or other quality improvement methods.

• Partner to design and deliver large-scale quality improvement initiatives with Safer Care Victoria and aligned with its strategic objectives, ensuring measurable improvements in patient safety, clinical outcomes, and system efficiency.

• Assist with program-level strategy, provide expert input to shape priorities, design interventions, and align resources effectively.

• Partner with Safer Care Victoria to support frontline teams through coaching and mentoring, driving real-time improvements in safety and quality of care.

• Partner with Safer Care Victoria to conduct rigorous formative evaluation to validate the robustness of the design and delivery, ensuring that improvement initiatives are evidence-based, sustainable, and scalable across the Victorian healthcare system.

2. Establishing the Learning Health System (LHS) & Insights Hub

Vendor(s) will be required to:

• Develop a Learning Health System model that fosters real-time learning, data-driven decision-making, and knowledge dissemination across the healthcare sector.

• Facilitate collaborative learning opportunities, enabling clinicians, researchers, and health system leaders to share insights and drive best practices.

• Provide technical support and guidance on data integration, analytics tools, and visualisation techniques that translate complex data into actionable insights.

3. Design and Deliver Large-Scale Improvement Initiatives and Program Strategy

Vendor(s) will be required to:

• Partner in the design and delivery of large-scale improvement initiatives, contributing to both the strategic planning and implementation phases of the Improvement Branch strategic initiatives.

• Offer program-level strategic support, including the development of a clear and cohesive strategy that aligns with broader Victorian health system goals.

• Ensure initiatives are underpinned by rigorous formative evaluation, applying robust methodologies to assess feasibility, effectiveness, and scalability before full-scale implementation.

• Utilise formative evaluation techniques to provide real-time feedback on program design, processes, and outcomes, allowing for data-informed adjustments that enhance program robustness.

• Collaborate with SCV to prioritise initiatives, set measurable objectives, and develop a clear roadmap for achieving desired outcomes.

4. Training & Capability Building in Quality Improvement & Learning Systems

Vendor(s) will be required to:

• Provide strategic advice to inform the development and continuous improvement of Safer Care Victoria’s comprehensive improvement framework, tools and resources, to ensure sustainable capability development of Safer Care Victoria to support the Victorian health system

• Design and deliver comprehensive training programs that build quality improvement capability among healthcare professionals.

• Foster a culture of continuous improvement, using education and practical tools to help teams adopt and sustain new practices.

• Provide targeted coaching and mentorship to clinical and non-clinical leaders, enhancing their ability to drive safety and quality improvements.

• Establish statewide collaboratives that enable peer-to-peer learning, shared experiences, and collective problem-solving

5. Support for Evidence-Based Improvement Initiatives

Vendors will be required to support implementation and evaluation of priority initiatives, including:

• Reducing unwarranted variation in hospital-acquired complications

• Minimising avoidable hospital admissions through better chronic disease management and proactive care

• Optimising medication safety

• Advancing value-based healthcare through standardised clinical pathways and evidence-based decision-making.

• Mental health care reform.
