Department of Education - Jurien Bay District High school - RCD Upgrade & Associated Works.
SCOPE OF WORK
The Department of Finance (DoF) is currently managing an audit and assessment program of Residual Current Devices (RCD) across the Public School portfolio. The DoF is currently seeking quotes from qualified tenderers.
DoF has been running RCD compliance audits at nominated schools to gather data for analysis and establish a consistent approach to manage the second stage of the program which consists of rectification works to achieve RCD compliance where required.
The main focus of the program is on RCD compliance. Other non-compliances shall be addressed only where they pose a safety issue and prevents the issuance of a safety certificate for the works being undertaken.
Annexure A (below) is a site wide map that indicates the distribution boards which require RCD installation and chassis/escutcheon replacement.
The table identifies the number of circuits that do not currently have RCD protection on each DB in the dark highlighted columns.
Rectification works shall generally comprise of the following:
Like-for-Like replacement of switchgear, generally from same manufacturer where available.
- No exception will be made for circuits up to 32 amps despite dispensation being mentioned for certain types of circuits in AS 3000.
- Replacement switchgear shall be compatible with the existing busbar terminals and of similar dimension to existing for a close fit around the switchboard escutcheons.
- Where lighting circuits are protected by fuses, DIN rails are to be installed for new RCDs and requires new switchboard escutcheon to be installed to fit around the new devices.
- Older switchboards may have phase RCDs for power circuits, i.e. one single phase RCD protecting multiple single phase circuits. This must be upgraded to separate RCD/MCBs per circuit.
- Three-phase RCBOs are commonly available as 4-pole or 6-pole devices that take more space in the switchboard than the original MCBs. This can lead to space issues for retrofitting all 3-phase circuits with RCD protection. 3-pole RCBOs are available from a restricted number of suppliers and generally interrupts the active and not the neutral in line with the requirements of Clause 2.6.2.2.2 of AS/NZS 3000
- Provide new, accurate typed and laminated legends to each board., and Ensure RCD and Emergency Lighting test record sheets are installed in all Switchboards
- At the completion of the job the contractor is to submit a report on any non-urgent issues that were identified during the works, these might include but not limited to:
- Circuit schedules missing from switchboards
- Hinges or Locks on Switchboards damaged.
- Incorrect or Missing Labels
