Audit services to undertake desktop and on-site audits for NSW Government recipients of Electric Vehicle Charging infrastructure grants and EV Fleet vehicle incentives.
Project goals
The NSW Government is committed to ensuring that public grant funding for electric vehicle (EV) charging infrastructure is used appropriately, efficiently, and in full compliance with regulatory and safety standards. To support this, audit services are required to deliver assurance over the installation, performance, and contractual compliance of funded EV infrastructure projects.
Through the delivery of audit services, the Department seeks to uphold transparency and integrity in the management of public funds, support risk-based monitoring of project outcomes, and ensure that installations meet all applicable technical, safety, accessibility, and environmental requirements. Outcomes of this work will be critical to informing government reporting obligations, improving future grant programs, and providing confidence to key stakeholders and the public.
The contracted audit firms will play a vital role in delivering independent reviews through a combination of desktop audits, document reviews, and site inspections, aligned with a structured audit methodology provided by the Department. Strong collaboration and adherence to the Department's frameworks, protocols, and escalation procedures will be essential in achieving project success.
Scope
The scope of audit services includes the delivery of independent assurance reviews across multiple grant recipients awarded funding to install EV charging infrastructure and purchase Electric Vehicles for fleets throughout New South Wales. Vendors will be required to perform a risk-based stratified sampling of funded projects, including the review of milestone documentation, financial acquittals, regulatory compliance, and on-site infrastructure verifications.
Audit activities will cover pre-purchase, pre-installation, installation, and post-installation phases where applicable. Vendors will be expected to assess whether grant and incentive conditions have been met for vehicle purchases, installations comply with relevant Australian Standards, accessibility guidelines have been addressed, and public infrastructure visibility requirements (e.g., signage, reporting) are satisfied. Auditors will also be responsible for identifying non-conformances, assigning residual risk ratings, and recommending corrective actions.
The successful vendors must operate in accordance with the Department’s established audit framework, risk and control matrices, and reporting templates. Services must be delivered within prescribed timeframes, with expectations for regular progress updates, issue escalation protocols, and provision of detailed audit reports to support internal governance and decision-making processes.
