Tender Description

Council invites tenders for the Boyer Oval Grandstand Upgrade located at Boyer Oval, New Norfolk in the Derwent Valley. Further information on this project is provided in the Scope and Specifications Document available for download.

Contract Management Plan (CMP)

Tenderer to provide a draft contract management plan to manage and deliver the works in accordance with the Derwent Valley Council requirements and in compliance with Tasmanian Work Health and Safety Regulations.

The contract management plan will include, but not be limited to:

• Safety Management Plan,

• Safe Work Management Statements (SWMS),

• Environmental management plan,

• Detailed delivery methodology,

• Quality management Plan and including Inspection Test Plans (ITPs),

• Inspection Hold Points,

• Risk Management Plan,

• Traffic Management Strategy,

• Tenderer’s Business profile including Key personnel (CVs to be provided), and

• List of Subcontractors and suppliers and how tenderer will manage subcontractors and suppliers with reference to procurement, insurances and WHS requirements.

Community and Stakeholder Engagement

The Contractor shall engage with stakeholders during the Term regarding impacts and delays. Stakeholders include, at a minimum:

• Property owners adjacent to, or in the vicinity of the works,

• Local businesses including logging companies,

• Delivery Companies,

• School buses,

• Waste Management kerbside collection,

• Mail delivery,

• TasWater, and

• TasNetworks.

Rubbish

The Contractor will keep the site clean of accumulating rubbish, discarded materials and debris by its regular removal from site, and will ensure that no rubbish or debris is thrown or dumped outside the working area. The Council may direct the removal of rubbish, waste or other material.

The Contractor will cart along and use such roads or portions thereof, as the Council may from time to time direct. No materials, rocks or other spoil will be allowed to fall from any vehicle. Materials adhering to tyres will be removed before the vehicle leaves the site.

Temporary Buildings

The Contractor will provide and maintain temporary sanitary fittings, amenities rooms etc. for personnel, including Sub-Contractors, as required by governing authorities and regulations.

The Contractor will also provide a site office and lockup sheds for material storage, workshops etc. including for all Sub-Contractors.

All temporary buildings will be placed within an area to be agreed on site with the Council. The temporary building will be kept clean and tidy at all times and will be available for use by the Council.

All temporary sheds will be removed upon completion of the Works and areas reinstated as required.

Underground Services

The Contractor will be responsible for the identification and management of all underground Services.

Any damage to underground services during the course of the contract will be the responsibility of the Contractor.

SCOPE OF WORKS AND SPECIFICATION

Standards and Specifications

All works will be delivered in compliance with the standards and specifications as detailed on the supplied drawings and all other standards, codes and regulations applicable to the works.

These standards include, but are not limited to:

• National Construction Code 2019,

• Building Regulations 2016,

• Plumbing Regulations Tasmania,

• AS3000, AS3008, AS2293. The NCC, and local statutory codes and regulations,

• AS1668.2-2012, and

• Standards - AS1547, AS2870, AS3500, AS3600, AS3740, and AS4100 and others as detailed in supplied drawings.

Departures from Standards and Specifications

Any departures from the standards and specifications must be approved by the Derwent Valley Council representative prior to any changes being undertaken.

Variations

Any variation to any aspect of the works as defined by the supplied drawings and standards and specifications must be approved by the Derwent Valley Council representative prior to any changes being undertaken.

Materials

All materials including form and colour must be approved by the Derwent Valley Council representative prior to installation and prior to purchase.

Plumbing and Drainage

All plumbing and drainage work to be in accordance with Derwent Valley Council compliance requirements. All plumbing and drainage work to be undertaken by licensed (registered) operators only.

Demolition Works

Prior to undertaking any demolition works contractor to seek advice from a suitably qualified Engineer with respect to building stability where there is a requirement to remove any load bearing walls.

Planning Requirements and Building Permits

Derwent Valley Council is responsible for all planning requirements. Contractor to liaise with Derwent Valley Council with respect to building permits, building surveyor and inspections

A site briefing will be held at Boyer Oval at 10am on Thursday 8th May 2025.
