The headworks of the Carterton District Council (CDC) wastewater treatment plant (WWTP) has been in service for a long time and is now coming to the end of its expected useful life. There is a concern that this part of the plant could fail anytime and cause significant operational disruption and potentially trigger overload of the ponds with subsequent non-complying operation.

The Wastewater Treatment Plant Upgrade Project has several key goals aimed at improving the treatment and disposal of wastewater in a sustainable manner. The main goals are:

1. Improve the primary treatment process of raw wastewater between plant intake and oxidation ponds.

2. Renew assets that are at the end of life.

3. Improve resilience to Wastewater treatment facility.

4. Provide for existing and future wastewater treatment demand.

5. Facilitate future expansion or improvement to wastewater treatment facility.
