This Tender is invited by the Issuer.
DISR is seeking assistance to review the technical approach to elements of the ‘Smartforms Transition’ project and recommendation on the most effective way to transition the Venture Capital (VC) element of the Smartforms Transition project.
Background:
• In September 2022, DISR decided to cease provision of the whole-of-government Smartforms service
• This service is delivered on a legacy platform, Journey Manager provided by an external vendor, Temenos
• The department has committed to decommissioning the SmartForms services and Journey Manager product by 30 June 2026
• The majority of DISR internal forms were transitioned to ServiceNow in 2023. There are 3 line areas utilising 20 forms that have an enduring requirement that cannot be supported by ServiceNow and are in the process of being transitioned to an alternate technology (Power Platforms)
• PowerPlatform was selected after an extensive process that included approaches to the market and review by the DISR Enterprise Architects
• A project was established in FY24/25 to transition the forms to PowerPlatform
• During the FY24/25, the form redevelopment and transition has been the focus of the project: the new tech environment has been established, development work for the 20 forms requiring transition has commenced and will be completed during the year for the majority of forms.
• The project is encountering complexities that will delay delivery of the VC beyond June 30, 2026.
Requirement/scope:
Engaging with CIOD staff and the VC area:
• Review the existing documentation including VC business process documentation and requirements gathered to date
• Review the proposed platform selection;
o the suitability of the current platform selection for the VC element
o against other internal platforms
o perform a market scan for viable options
• The review to include VC Journey Manager forms in Journey Manager and their relevant ‘backend’ processes that include legacy MS Access databases
Outputs:
• Provide viable options including benefits and disbenefits associated with a recommended approach, including a proposed platform for the most effective (cost and time) delivery of the VC Smartforms Transition (including the legacy MS Access databases) by June 30, 2026.
• Identify and provide suggestions where improvements could be made to the current VC business process
