Tender Description

Renewal SA invites development partners to submit a Proposal for one of five individual development sites (apartments and townhouses) at Southwark Grounds, identified as Stream 1 Individual Development Sites RFP.

Renewal SA invites development partners to submit a Proposal in response to this Request for Proposal (RFP) for the Stream 1 Individual Development Site Opportunity, for one or more or all of the Individual Development Sites which are a part of the Southwark Grounds Project.

Renewal SA is putting all development opportunities for the Individual Development Sites within the Southwark Grounds Project to market through this Stream 1 Individual Development Site Opportunity RFP process. If you wish to be involved in this transformational project, this is your opportunity.

Development opportunities are available across two streams, this Stream 1 includes five Individual Development Sites ready for immediate development for both apartments and townhouses and a second master precinct stream (Stream 2 which is being undertaken at the same time under a separate RFP process), with the potential to deliver approximately 1,000 new homes within the Southwark Grounds Project.

This RFP document relates only to Stream 1 – Individual Development Sites Opportunity

Renewal SA is seeking experienced development partners to acquire, design and develop the Individual Development Site opportunities as specified in this RFP document. When preparing a Proposal(s) in response to this RFP , Proponents should refer to all relevant RFP documentation, as set-out below:

• Project Wide Southwark Grounds Information Memorandum (Covers both Stream 1 and 2)

• Part A: Stream 1 – Individual Development Sites Terms and Conditions and Glossary for the RFP

• Part B: Stream 1 –Individual Development Sites Opportunity, outlining the background of the Southwark Grounds Project, a detailed description of each Individual Development Site opportunity, key due diligence, process and procedure (This Document).

• Part C: Stream 1 – Individual Development Sites Proponent Response Schedules outlining the information that must be submitted with each Proponent’s Proposal for it to be considered by Renewal SA (editable format).

• Part D: Stream 1 – Individual Development Sites Key Terms (KTs) setting out the intended terms of the Land Contract, Encumbrance and Land Management (editable format).

All RFP documentation referenced above will be accessible via the SA Tenders and Contracts Website via URA056788 from 29 April 2025. A supporting Data Room will be independently hosted, and access will be via the nominated Contact, JLL acting for Renewal SA from Wednesday 7 May 2025. Some documentation may not be available as of the date of the Data Room opening, in this case the document will be identified for future upload, and an addendum issued vis SA Tenders and Contracts as soon as the document is available for download.

The Terms and Conditions and Glossary contained within Part A: Stream 1 – Individual Development Sites Terms and Conditions and Glossary, set out the basis upon which information is provided to Proponents and the due diligence that Proponents are expected and required to undertake in respect of that information.

A Proponent may propose to purchase more than one of the Individual Development Sites presented through Stream 1. However, an individual Proposal against Part C: Stream 1 – Individual Development Sites Proponent Response Schedules and response to Part D: Stream 1 – Individual Development Sites Key Terms (KTs) must be prepared for each Individual Development Site that a Proponent wishes to purchase, with each Proposal assessed independently by the nominated Evaluation Panel.

The Evaluation Panel following the Evaluation Plan, will evaluate Proposal(s) that Renewal SA receives, for the purposes of Renewal SA selecting a Preferred Proponent to progress to the negotiation, documentation and approval phases of this RFP for each of the five Individual Development Sites.
