Tasmanian Networks Pty Ltd (TasNetworks) is interested in obtaining tenders from suitably qualified businesses to be part of our Revenue Reset Consultancy Services Panel. 

Objectives

TasNetworks is seeking proposals from suitably qualified advisory firms to perform consultancy services for:

• the provision of specialist regulatory advice and;

• the provision of resources to supplement TasNetworks staff during peak times of activity.

It is anticipated that that a panel will consist of (up to five) firms to support these objectives.

Service Description

The panel of advisory firms will be required to provide specialist advisory services relating to economic regulation.

The types of activities that the preferred applicants may be required to undertake include, but are not limited to:

• provision of advice relating to each discrete stage of a revenue determination process,

• drafting of chapters and/or supporting documents underpinning submissions made to the Australian Energy Regulator (AER),

• provision of economic modelling services,

• provision of Tasmanian energy, maximum demand and customer forecasts,

• provision of advice and modelling on investment evaluation, including regulatory investment tests,

• provision of advice and modelling on regulated pricing,

• provision of advice relating to ‘contingent projects’; and

• provision of advice to technical subject matter experts (SME) (such as engineers) on matters including:

- asset management plans in relation to the NER,

- quantifying capital expenditure (capex) and operating expenditure (opex) trade-offs; and

- linking expenditure programs to the operating expenditure objectives and capitalexpenditure objectives.

At the time of this Request for Tender, TasNetworks anticipates that the commencement date for the Draft Contract is approximately July 2025.
