The Rural City of Murray Bridge invites tenders to develop the Community Infrastructure Model 2.0 to support the Council in preparing for future growth through infrastructure planning and funding.

There is a mandatory online briefing session on Monday 5 May 2025 at 10:00am Adelaide time.

Project Scope

Define, with agreement from the Council:

• Assumptions to be made for CIM 2.0 and associated investigations including (but not limited to) the ultimate population growth scenario; and

• The growth boundary.

Delivery of CIM 2.0 that includes:

• Development of a digitised and mapped model with layers that include growth areas and infrastructure upgrades that can be turned on and off, removed and updated as needed.

• Ability to add additional data layers as information becomes available.

• Ability to amend the data layers to ensure the model can be kept current and enable periodic and ongoing review.

Summary report for the CIM 2.0 that includes a high-level overview of its purpose and how it works.

Detailed costing schedules that include method of apportionment to various stakeholders. This does not include negotiation with stakeholders. It will be a model to be used by the Council to undertake these negotiations.

Draft policy for use of CIM 2.0 by the Council with recommended review period.

Targeted engagement with relevant stakeholders. For example, engagement with the Department of Transport and Infrastructure in relation to upgrades needed to State maintained roads.

The quote should include any ongoing operational costs that may be payable by the Council. For example, ongoing subscription costs for an online platform.

Deliverables

1. Infrastructure Plan that includes updated infrastructure investigations including verification from key infrastructure delivery providers.

2. CIM 2.0 in a digitised online platform. Substantive draft to be delivered by 30 September 2025.

3. Investment Plan.

4. Cost apportionment plan.

5. CIM 2.0 Summary Report. 

6. Training of relevant staff on how to use/update CIM 2.0. 

7. Briefing Elected Members on CIM 2.0. 

8. Detailed cost schedules and method for apportionment. 

A Purchase Order will be provided to deliver these services.

Information relevant to the development of CIM 2.0

The Greater Adelaide Regional Plan.

Council documents and data including (but not limited to):

• CIM 1.0, this model provided detailed traffic investigations together with high level social infrastructure but was developed prior to the Structure Plan. As such it does not include the ultimate growth scenario for Murray Bridge.

• Structure Plan that provides anticipated growth outcomes for the Council.

• Traffic, stormwater, open space and other services data.

The Council is aware that private landowners/developers may have undertaken master planning, structure planning and/or infrastructure investigations in relation to specific growth areas within the Council area. Where this information is made available to the Council it should be considered and where appropriate incorporated into CIM 2.0.
