Council is seeking to appoint a suitably qualified Consultant to develop a recreation plan for Beaconsfield and surrounding areas that reviews existing recreation needs (both passive and active), facilities, the potential for shared resources and future developments and connection to surrounding areas.

The project aims to develop a plan that will identify the priority community, sport and recreation facilities, both existing and required, to be developed within the Beaconsfield area that would meet the current and future needs of the West Tamar community.

PROJECT OBJECTIVES AND OVERVIEW

Council is seeking to appoint a suitably qualified Consultant to develop a recreation plan for Beaconsfield and surrounding areas that reviews existing recreation needs (both passive and active), facilities, the potential for shared resources and future developments and connection to surrounding areas.

The project aims to develop a plan that will identify the priority community, sport and recreation facilities, both existing and required, to be developed within the Beaconsfield area that would meet the current and future needs of the West Tamar community.

The plan should include:

• actions and strategies to maximise the utility of existing recreation facilities; and

• practical, achievable and realistic outcomes for the future development and stewardship of recreational facilities.

This plan must be developed in consultation with stakeholders including the local community, local and state sport and recreation bodies, and Council.

In undertaking this project the Consultant should always be cognisant of the following objectives:

• To identify all major stakeholders and ensure there are opportunities for input and feedback through a variety of mediums.

• To match community expectations with Council’s strategic direction, within the financial capacity of Council

• To undertake holistic planning that reflects a healthy, active, safe and socially connected community and that promotes the ongoing liveability of the West Tamar community.

• To protect and enhance any social, environmental and heritage values and character of the area.

• To identify and recommend strategies to improve the function and amenity of existing and potential facilities and associated infrastructure provided in the area, including an assessment of the passive use in relation to current and future demands.

• To ensure that environmentally sustainable practices are considered in recommendations

• To provide recommendations which are functional, flexible, accessible, and meets stakeholder and community requirements in relation to their current and future needs.
