About the program
The National Measurement Institute (NMI) is Australia’s national authority on measurement and is responsible for developing and maintaining a measurement system that provides the foundation of trust and consistency upon which many aspects of our economy rely. As Australia’s highest research facility of measurement science, it is a critical enabler to the growth of innovation outcomes necessary to support business and economic competitiveness in the global economy. The government is sustaining its investments in Australia’s science and technology to strengthen sovereign capability.
The NMI ICT Transformation Program will deliver capabilities to address NMI’s most critical and high priority ICT needs, through expanding and enhancing current in-flight laboratory systems projects, implementing highest priority business requirements identified during the consultation stakeholders, and uplifting critical cyber security.
Measurement capability is fundamentally dependent on having fit for purpose technical expertise, scientific facilities and technology to support transformation and adaption. The nature of NMI’s operations requires highly specialised instrumentation supported by bespoke or vendor managed ICT solutions and operating environments. These network characteristics make it very challenging to apply cyber security controls such as those required of the Australian Cyber Security Centre’s (ACSC) Essential Eight Mitigation Strategies, without adversely affecting NMI operations.
Requirements and timeframes
- Establish an Enterprise change management capability to enhance NMI’s PMO and to support delivery of the ongoing Programs.
- Assessment of change impact of ICT outcomes and business process changes related to ICT projects.
- Develop and deliver communication and change management strategies, including both organisational and project.
- Embed the changes into NMI culture.
- Support business process change, including supporting benefits realisation and preparation for future digital transformations.
- Offer support systems, ensuring there are clear channels for employees to seek support.
- Support and develop business process change to support ways of working change for employees.
- Identify change readiness requirements and track and monitor progress.
- Workshops and training as required.
- Develop re-usable change management templates and materials.
- (Future potential requirements: Assessing NMI property changes and ICT/property dependencies and change impacts.)
Skills and experience required:
Change Management for Enterprise, ICT and Property projects (preferrable ADKAR), Project Management, Business Analyst Skillset
