Tender Description

This Tender is invited by the Issuer.

The Department of the Prime Minister and Cabinet (PM&C) requires an EL1 equivalent contractor to provide enterprise software licensing procurement and support services. This role is required to establish internal processes, procedures and tools for end to end software procurement and software asset management as well as directly undertake software procurement requests and manage software assets through their lifecycle.

The role will work with a small team of APS staff to develop capability in end to end software procurement and asset management. This includes, but is not limited to, the development of a software asset management plan and register, Standard Operating Procedures, training and guidance materials, as well as knowledge transfer activities including, but not limited to delivering training sessions and mentoring staff.

The successful contractor will be required to work with technical teams to manage allocation of licenses and report on software asset usage data, review requests for new software products (from End Users and technical teams) and actively manage and maintain new and existing software assets, including the provision of version advice, updates/upgrades, budget forecasting and licensing true-ups as required.

PM&C’s software procurement requirements range from personal/accessibility applications akin to ‘Dragon Naturally Speaking’, through to enterprise wide suites akin to ‘Adobe Creative Suite’, Microsoft enterprise products (both on-premise and M365/Azure cloud products) and other infrastructure products such as VMWare. This role may also be required to advise on software licensing elements of hardware procurements. The successful contractor will be responsible for sourcing and procuring these software assets with general procurement advice and review from the PM&C central procurement team.

The successful contractor will be required to source quotes and draft value for money and procurement risk assessments. The contractor will be responsible for providing advice on upfront costs, maintenance, renewal and retirement lifecycle, EULA conditions reviews and other relevant information to best inform the procurement decision making process. Noting all procurement activity must be compliant with relevant legislation, guidance and policy and panel requirements.

The successful contractor will require skills in software asset management, EULA review, financial assessment and an expert understanding of implementing software products into a Commonwealth government environment. This position will require engagement with business users and technical staff, so an ability to communicate with a wide-range of stakeholders is critical.

The successful contractor would benefit from having experience in managing software licensing in a Microsoft based ICT Government environment and an ability to quickly learn about ICT products and approaches in use more broadly at PMC. The position will be required to work with ICT Service Desk and technical teams to allocate, install and report on used licenses.

A NV1 clearance will be required to perform this role and the successful contractor will be required to complete and maintain a Conflict of Interest declaration and/or Confidentiality agreement throughout the term of the contract.
