Toowoomba Regional Council receives kerbside and self-hauled Green Waste at a number of Waste Facilities operated throughout the region. Currently, the Green Waste received by customers is shredded and transported off-site by an appointed contractor for beneficial reuse and recycling. This contract arrangement is due for renewal.
The general scope of this contract includes:
- Processing and removal of Green Waste at Council Waste Facilities;
- Service scheduling to ensure service frequency sufficiently manages Green Waste stockpiles at Council Waste Facilities;
- Stockpiling of processed Green Waste at Council Waste Facilities in accordance with Council stockpile management procedures;
- Removal or transportation of processed material from Council Waste Facilities;
- Monthly and annual reporting;
- Provision of all equipment, plant, machinery, and labour required to perform all functions.
Council will be responsible for receival and stockpiling of raw, unprocessed Green Waste with onsite processing, collection, transportation, and any downstream processing and/or disposal to be the responsibility of the contractor.
Due to the nature of the Service, the RFT documents contain specific provisions for its correct management, including transportation and disposal, and compliance with prevailing Environmental Protection Act licensing requirements.
