Tender Description
The ACT Government is seeking a supplier or suppliers to form a panel to conduct an independent inquiry, guided by a terms of reference, that will examine how clubs can diversify their revenue streams and reduce reliance on gambling revenue.
SCOPE (REQUIREMENTS)
The supplier must provide the Services for the Independent inquiry into the future of the ACT clubs industry in accordance with the Terms of Reference at Appendix 2
The resulting Contract is anticipated to be in place for nine months until March 2026, with an extension options of three months.
The Services to be provided by the supplier, include but are not limited to:
a) A report of recommendations to Government that addresses the scope of the Independent Inquiry as outlined in the Inquiry terms of reference at Appendix 2.
b) Together with its report, the inquiry panel should produce an outline of an industry transition plan for consideration by the government alongside any other relevant material.
c) A broad consultation process with industry stakeholders, specifically ACT Clubs.
d) The report and industry transition plan are to be presented, for consultation, in draft form in the draft Report due December 2025 before the final Report is due in March 2026.
Service Objectives
In providing the Service, the supplier must work with the Territory to achieve the following Objectives. The supplier must work within the available budget to produce a high quality and value for money report (‘the Report’) with recommendations to Government, which will include:
a) transitioning the club industry over a 20-year period to significantly reduce club reliance on gambling revenue;
b) practical options, timeframes and assistance measures to support the club industry, its workforce and other affected stakeholders during an industry transition aligned with the government commitment to reduce the number of EGMs authorisations to 1,000 by 2045; and
c) the economic contribution of the club industry and possible measures to mitigate any potential adverse economic impact arising from change arising from industry transition.
Provide robust advice to Government including advice on industry regulation, taxation settings, possible legislative reform and other levers that may contribute to the intent of the inquiry.
The Inquiry Panel should also review and report on the authorisation cap and trading scheme as required by the Gambling and Racing Control Act 1999, section 50A, and Gaming Machine Act 2004, section 179.
Together with the Report, the Inquiry Panel should produce an outline of an industry transition plan, for consideration by the government alongside any inquiry recommendations and findings.
These Objectives will be met through achievement of the Service Outcomes.
