Cairns Regional Council is inviting submissions from suitably qualified and experienced contractor to upgrade the diesel and ULP fuel service area at the Martyn Street Depot. The project will involve the procurement of three above ground, containerised, self-bunded fuel tanks with integrated dispensers. The three fuel tanks are to be supplied and sited in a temporary location at the Depot to enable the decommissioning of the existing fuel service site. Demolition of the existing fuel service will commence when the new tanks, in the temporary location, are able to supply fuel and the fuel management system is able to authorise and record fuel usage.
The existing fuel service area will require the demolition of pavements, below ground services and minor structures on a >650m2 footprint. Spoils are to be stockpiled onsite for Council testing, then disposed by the supplier using a methodology appropriate for the spoil classification, either clean or contaminated. The five existing below ground fuel tanks will remain in place and be decommissioned.
The new fuel service area includes the installation of below ground services, asphalt and concrete pavement reinstatement. The three new fuel tanks are to be relocated from the temporary location and placed on the new pavement and covered by a new steel frame canopy structure. Electrical, data, CCTV, water and compressed air services shall be provided. The new fuel service pavement is enclosed by a roll-over bund within which the stormwater is captured and directed to a new oil water separator tank.
A fuel management system is to be supplied to authorise and manage fuel usage information. The supplier shall gain approval to energise the new fuel installation and provide a hazardous area dossier.

Closing Time and Date: The tender closes at 4:30 PM, Thursday, 16thApril 2026. Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Councils sole discretion.
Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.
Council reserve the right to change the specifications prior to making a decision on the submissions received in response to this invitation.
Council may invite all Respondents to change their submission to take into account any change in the tender specifications.
Tenders are to remain valid for a period of 90 days from the Closing Time.
