Tender Description
This Contract is for the:
• Installation of new water supply mains in Rangiora from Ayers Street Water Treatment Plant to Kingsbury Avenue, along Kingsbury Avenue from White Street to King Street, along Lovers Lane from King Street to Ashley Street, from Ashley Street to East Belt via Wales Street and Edward Street.
• The rail crossing in Wales Street is to be completed under a separate contract by Utilities Infrastructure New Zealand.
• Ashley Street Water Renewals along Ashley Street between Lovers Lane and 2 Kingsbury Avenue.
• Minor Wastewater renewal items in Wales Street and East Belt.
• Re-construction Kingsbury Avenue / King Street roundabout, Rangiora.
Tenderers will be required to be Prequalified to the required tier of the relevant category for these works, in order for the work to be awarded.
This Contract requires the contractor to be prequalified to a minimum of:
• Tier A of Category 13: Pressure Systems (main contractor)
• Tier B of Category 10: Roading (sub or main contractor)
This contract will be divided into three separable portions as follows:
Separable Portion A (SPA): Ayers Street to East Belt Supply Main
- 130m of new 450mm OD PE100 PN12.5 water main from Ayers Street Water Treatment Plant to Kingsbury Avenue.
- 160m of new 355mm OD PE100 PN12.5 water main along Kingsbury Avenue from White Street to King Street.
- 470m of new 355mm OD PE100 PN12.5 water main along Lovers Lane from King Street to Ashley Street.
- 410m of 250mm OD PE100 PN12.5 water main from Lovers Lane at Ashley Street to East Belt via Wales and Edward Street.
- 8m of renewal of DN100 AC water main with DN100 PVC pipe at East Belt / Wales Street intersection (Provisional).
- Details A, B1-B5, C, D, E, F & G, H, I, including:
- Water supply main connections to the existing DN450 water main at Ayers Street Water Treatment Plant, DN300 water main at King Street x2, DN150 water main at Ashley Street, DN200 water main at East Belt.
- Drainage Channel Crossing outside the Ayers Street Water Treatment Plant
- Installation of fire hydrants and bends where shown on the alignment.
- Connection onto each end of the section of water main at the Wales Street rail crossing installed under Contract 24/60 by Utilities Infrastructure New Zealand. Contract 24/60 is scheduled to be completed within the July 2025 School Holidays.
- Liaising with Utility providers (MainPower, Enable, Chorus, Waimakariri District Council). Note, the contractor will be responsible for liaising and coordinating with Chorus (for Lovers Lane in particular) and should allow their own costs for this coordination (see separate Item in Preliminary and General section). Chorus will bill WDC direct for their charges.
- Traffic Management
Wastewater Construction (Provisional):
- Installation of new sewer manhole lid at East Belt / Wales Street intersection
Roading Construction & Reinstatement:
- Removal of existing roundabout and traffic islands
- Mill existing surfacing
- Construct new roundabout island and garden
- New pedestrian refuge island
- Removal and reinstatement of signs.
- TGSI pavers
Separable Portion B (SPB): 249 Kingsbury Avenue to White Street
- 260m of new 355mm OD PE100 PN12.5 water main along Kingsbury Avenue from White Street to 249 Kingsbury.
- Connection to DN200 valve at Detail C. Note – Detail C to be priced and constructed as part of SPA
- Detail J connection to White Street DN200 AC water main
- Installation of fire hydrants and bends where shown on the alignment.
- Detail A1 Hydrant relocation at Ayers Street Water Treatment Plant
Separable Portion C: Rangiora Water Main Renewals – 88 Ashley Street to 2 Kingsbury Avenue Water Construction:
- 114m of renewal of DN150 water main with 180mm OD PE100 PN12.5 water main along Ashley Street from Lovers Lane to 2 Kingsbury Avenue, including road crossing.
- 50m of renewal of DN50 rider main with 63mm OD PE100 PN12.5 between 87A and 91 Ashley Street.
- 8m of renewal of DN100 Asbestos Pipe Renewal (Provisional)
- Details K, L, M, N, P.
- Detail O (Provisional)
- Installation of fire hydrants and bends where shown on the alignment.
- Traffic Management
General (Separable Portions A, B & C):
- Design and implementation of Temporary Works as required by the Contractor’s methodology.
- Design and establishment of all necessary dewatering, and sediment and erosion control measures.
- Providing as-built drawings.
- Communication with key stakeholders including local landowners / occupiers / businesses (noting that no works are proposed within private property)
- Communication with Utilities Infrastructure NZ and WDC regarding the railway crossing works and coordination of connecting to that section of pipe.
- Arranging standover and permits as required for work in proximity to other utilities. Noting that Chorus standover fees for works adjacent to the comms cables in Lovers Lane will be billed direct to WDC, however other utility provider costs are to be allowed for in the tender price.
- Test, remedy and commission the works under the contract.
- Carry out other associated works deemed necessary for completion of this contract.
- 50mm AC10 surfacing reinstatement.
