M5 Westbound Traffic Upgrade - Independent Certifier Services

⁠⁠⁠Transport for NSW requires a suitably experienced Independent Certifier to provide Independent Certifier Services for the M5 Westbound Traffic Upgrade Project and Additional Projects.

M5WBTU

The M5WBTU Project requires the services of an Independent Certifier to support the delivery of the main works contract. The Independent Certifier will be responsible for independently certifying that the works comply with the requirements of the D&C Deed and provides design and construction certification for the key stakeholders of the Project.

Tender Options – Additional Projects

The RFT will include Tender Options for Tenderers to provide similar Independent Certifier Services on the following projects:

· Richmond Road Upgrade (M7 to Townson Road) (RRM7)

The RRM7 Project involves widening the road within the Richmond Road corridor between M7 Motorway and Townson Road and the construction of a new flyover bridge near M7 Motorway in Marsden Park.

· New Richmond Bridge Stage 2A (NRBS2A)

The NRBS2A Project involves construction of a bypass of Richmond and North Richmond town centres between Londonderry Road and Bells Line of Road including a new bridge over the Hawkesbury River and an active transport connection between Richmond and North Richmond.

Scope

The scope of services for each project (further detailed in the Request For Tender documents) are generally, but not limited to:

• reviewing and certifying the D&C Contractor's design
• consolidating, transferring, deferring, rejecting, closing and consolidating design comments, including the resolution of contradictory comments
• reviewing and approving specific project plans
• reviewing contractual compliance programs, including audits and surveillance
• administrating and the determination of defects
• quality assurance auditing
• review and verification of proprietary items and overseas supplied items by the D&C Contractor
• monitoring and inspection of Contract’s processes for release of hold and witness points
• Certification of milestone achievement of various completion stages, including handover completion; and
• regular, formal reporting system of progress of the package including design, certification and construction, and overall quality management.
