GRDC is seeking to develop a structured operating model for its Information Digital & Technology (IDT) team to clearly define and enhance IT service delivery, governance, and resource management. The key objective is to establish consistent and efficient processes aligned with industry standards (such as ITIL and TOGAF), clearly articulated roles and responsibilities, and a comprehensive service catalogue that improves transparency and business engagement. 

The new operating model will introduce robust governance mechanisms, enhancing decision-making clarity, accountability, risk management, while ensuring compliance. It will also evaluate optimal resourcing approaches, providing clear guidance on internal versus external sourcing strategies, and outlining the most suitable engagement model, with options that consider potential staffing constraints such as Average Staffing Levels (ASL). 

Finally, the operating model aims to embed continuous improvement within the IDT team, ensuring ongoing effectiveness through defined metrics, documentation standards, and tools. A high-level roadmap will accompany the model, enabling GRDC to effectively transition from its current state to the desired future state, optimising service quality and aligning technology capabilities with strategic organisational objectives.
