Tender Description

This Tender is invited by the Issuer.

The Federal Court of Australia Listed Entity (Entity) is seeking a suitable solution to deliver an uplift of its Human Resources and Learning Management capabilities for its approximately 1900+ users across the Federal Court of Australia, the Federal Circuit and Family Court of Australia and the National Native Title Tribunal.

Given the many different options currently available on the market, the Entity is interested in gathering specific details on each potential solution that can allow the Entity to modernise its Recruitment, Onboarding, Candidate/Talent Management processes and its Learning Management System via an integrated solution which also offers enhanced reporting and dynamic dashboard functionality natively.

The intended outcome of this Request-for-Information (RFI) is to assist the Entity in:

  • Understanding the options available and to determine a suitable solution that can deliver the desired functionality;
  • Identifying sellers (vendors, resellers and/or integration partners) with the knowledge and experience in delivering similar solutions for Federal (preferred) or State Government service and infrastructure environments;
  • Understanding the associated costs and timelines for such a solution; and
  • Procurement planning and budgetary purposes.

Sellers should mark any proprietary/commercial-in-confidence information supplied in their submissions.

Submitting a response to this RFI does not create any contractual obligations on all parties nor does it entitle, qualify or disqualify the seller to be invited to participate in any future procurement activity. There will be no feedback after the RFI concludes, however the Entity may seek clarification if required with the relevant seller on their submission.

Please refer to the attached HR & LMS uplift - Functional & Technical Requirements.xlsx for the mandatory & desirable functionality the Entity is seeking from solutions in order to be shortlisted.

Ultimately, the Entity is moving towards an integrated Enterprise Resource Planning (ERP) solution to support the following three principles:

1. Service excellence:

• Deliver accurate, accessible and up to date information;

• Deliver an open and efficient service to the Entity; and

• Implement and enhance user self-service capabilities.

2. Organisational efficiency:

• Standardised systems and processes to increase efficiency and corporate knowledge retention;

• Streamlined support structures across corporate services functions; and

• Investments in digital transformation.

3. Culture and development:

• Build an agile and skilled workforce;

• Enhance leadership capability development; and

• Implement performance frameworks

Technical/business constraints

The Entity requires any potential solution and vendor to incorporate and meet cybersecurity best practice frameworks as defined in the Protective Security Policy Framework (PSPF) and the Australian Cyber Security Centre's (ACSC)'s essential 8.

Where a potential solution does not hold a current Information Security Registered Assessors Program (IRAP) assessment, both solution and vendor must be willing to undertake a third-party cybersecurity risk assessment.

Key dates/ milestones:

Pending organisational requirements and budgets, a Request-for-Quote to gather proposals and definitive pricing for the preferred HR & LMS solution from suitable vendors, resellers and/or integration partners is planned for late May/early June 2025. The Entity intends to engage with the successful seller by late June 2025 with the project kick-off scheduled to occur early July 2025. The final solution is to be delivered no later than January 2026.
