Liverpool City Council invites you (Offeror) to submit an Offer in accordance with the Conditions of Contract and Pricing as agreed under the NSW Government Scheme 0020 ICT Services Scheme (Panel).
NOTE: Suppliers must be registered under the NSW Buy Prequalification Scheme SCM0020 ICT Services Scheme (Panel) and remain subject to the terms and conditions of that Panel to submit their responses for PQ3410 Application Tracking System.
Liverpool City Council (LCC) is seeking submissions from software providers for an Applicant Tracking System (ATS) to be sourced and implemented in 2024. The ATS will be LCC's sole and primary software system enabling the electronic handling of recruitment and hiring needs for the business.
Liverpool City Council is a large local government area (LGA) in South West Sydney covering 300 sq kms. It is home to more than 230,000 people from 140 different backgrounds and is one of the most diverse areas of Sydney.
Liverpool is undergoing significant growth and with population increases and associated development is likely to double by 2036. In addition, it is to home to the Sydney Western International Airport and Aerotropolis and adjoining city of Bradfield.
Currently, Liverpool City Council has approximately 1,100 positions and currently around 950 employees. Based on the above growth the council's workforce is expected to continue to grow across all parts of the business.
It is noted that with over 60% of the population speaking language other than English at home that this is also reflected in the candidates for roles. The current workforces racial and ethnic diversity will benefit from a clear, logical and easy understood system and recruiting processes that are essential to the effective operations of hiring staff.
Liverpool City Council's workforce is not homogenous as it provides community services to meet a range of local requirements. Accordingly the workforce includes the following professions and job types:

Childcare Workers
Library and Research Staff
Events Management and Hospitality Staff
Operational Outdoor Staff (including gardening and waste management)
Project Managers
Engineers
Landscapers and Designers
Town Planners and Development Planners
Corporate (Finance, HR, IT, Legal, Procurement etc)
Customer Service Staff
Clerical and Administrative Staff
Each of these professions or job types have unique approaches to sourcing, recruiting and hiring and will be covered by the new ATS.
