Tender Description

Super SA is seeking to provide its members a financial guidance and intrafund advice services delivery model to support them to understand and take action regarding their superannuation.

Intra fund advice is advice that takes into account a members personal information and circumstances relative to a single topic and is limited to Super SA’s schemes.

This procurement is to source an off the shelf digital tool to provide personal intrafund advice and stand-alone calculators.

These tools will need to be customisable with Super SA’s specific scheme rules. The digital personal intrafund advice tool to be available as an enterprise licence for Super SA designated staff, and, as a subscription that individual members can sign up for.

PROJECT OBJECTIVE

Super SA is seeking to provide a fit for purpose advice and financial guidance offering to support its members to understand and take action regarding their superannuation. There is currently a service gap as Super SA offers only very limited general advice and does not offer intrafund/single issue personal advice in person or via a digital advice tool.

The key objectives of this project are to:

• Uplift Super SA members’ financial literacy

• Empower Super SA members to better understand and make decisions on their superannuation to maximise their retirement outcome

• Support as many Super SA members as possible to make timely and informed decisions and take action in relation to their Superannuation so that they can live their best possible life in retirement.

• Maximise member balances and benefits available during and into retirement

• Retain and grow Super SA’s number of members and funds under management (FUM) for its ongoing financial sustainability.

• Deliver quality, fit for purpose advice for members

• Enable the provision of digital advice to Super SA members.

These objectives will be achieved through the provision of a digital tool and calculators that are:

• Compliant and meet all required industry standards

• Configured according to Super SA’s specific rules

• Integrated with an overall omni-channel member experience and financial education/literacy journey

• Produce a consistent outcome for a member

SCOPE OF THE REQUIREMENT

Description of the services required.

This procurement seeks to secure a technology solution from a sole supplier.

There should be consideration to how members will experience the various tools independently but also as an integrated journey, with relevant triggers and calls to action at various points within the engagement journey.

(i) Digital Advice Tool

Super SA does not have it’s own Australian Financial Services Licence (AFSL). It has sought legal advice which outlines that Super SA staff can provide personal advice to members, without an AFSL, so long as that advice is limited to Super SA schemes and products.

It is a requirement that the digital advice tool can be configured to reflect Super SA’s scheme specific rules.

The topics required as a minimum include:

• Contributions

• Investment Options

• Level of Insurance Cover

• Basic Transition to Retirement

• Retirement Health Check

Super SA staff will utilise the tool to assist members, without an AFSL, so long as the topics and assistance are restricted to Super SA schemes and products.

Super SA requires the options for the tool to be available as:

• An enterprise licence - used by trained Super SA staff to provide human led interaction. Staff to also have the ability to access a member’s subscription to support them if they require it.

• An individual subscription - paid directly by the member to the supplier as a self-guided option.
