The Department of Education (DoE), in partnership with QBuild (the Department of Housing and Public Works) is seeking a Consultant to undertake Fire Safety Audits of 1,248 public schools across eight regions to identify compliant and non-compliant items against applicable acts, standards and regulations.

QBuild require a suitably qualified, licensed and experienced Consultant to facilitate the FSA’s for the nominated schools. The scope of services required includes the following actions which will be in accordance with the applicable acts and regulations for fire safety:

1) Fire Safety Audit Checklist

- Creation of an up-to-date Fire Safety Audit Checklist in an agreed format/structure and the agreed level of detail. Data is to be exportable to an excel file.

- The Fire Safety Audit Checklist will cover all items to be audited to identify compliant and non-compliant items.

2) Fire and Evacuation Plans

- Review the document history and endorsements of FEP’s at each school and assess for compliant and non-compliant items.

3) Evacuation Signs and Diagrams

- Review the Evacuation Signs and Diagrams at each of the nominated schools and audit for compliant and non-compliant items. If there are non-compliant Evacuation Signs and Diagrams, document and provide recommendations, including costs, to achieve compliance.

4) Evacuation Instruction and Evacuation Practice Records

- Review the Evacuation Instruction and Evacuation Practice Records at each of the nominated schools and assess for compliant and non-compliant items.

5) Quotes

- Provide a quote per school that details each non-compliant item identified during the audits and the costs to rectify each item. Quotes are to include timeframes, labour, materials, freight, etc.

- School building plans will be provided by the DoE if necessary, or an additional cost may be incurred.
