Provision of Potable Water Cartage.

Project goals

Open market Expression of Interest (EOI) to identify qualified and capable contractors that meet the functions and specialisations required by Sydney Water (SW) leading to a Selective Request for Tender (RFT) for the provision of Potable Water Cartage. Sydney Water (The Client) provides water and wastewater services to customers located in its area of operations covering Sydney, the Blue Mountains and Illawarra. Sydney Water performs a range of maintenance and upgrading activities on its water and sewer infrastructure assets. Sydney Water maintains a small fleet of water tankers to provide potable water to customers affected by outages.

Sydney Water is seeking to appoint a contractor (The Supplier) to augment its fleet of potable water tankers to ensure supply. Sydney Water requires provision of potable water cartage services (Services) on a temporary hire basis 24/7/ (365 days) to support reactive and planned maintenance activities. In general, the Services to be provided shall include the provision of water tankers and ancillary equipment (Equipment) with operator to deliver safe and potable water that meets all regulatory requirements to customers affected by an outage of their normal water supply. Reactive Work requires the Supplier to attend Site to provide the Services within 2.5 hours for Sydney Metro Areas and 3 hours for Non-Sydney Metro Areas, from time of requesting the Services. Planned Work means the provision of Services that are not Reactive Work.

Scope

The Supplier must provide all necessary labour, materials, plant & Equipment (including safety Equipment) necessary to perform the Services. The Services include but are not limited to the following:

• Provision of a Water Tanker and labour in accordance with the requirements detailed in the Task Order.

• Liaison with Sydney Water staff and/or other Sydney Water suppliers to meet their requirements.

• Filling of the Water Tanker including monitoring and ensuring suitable water quality as per the regulatory and public health requirements.

• Cartage of potable water to the nominated Site within the required Response Time.

• Set up water tank, pump and connection to maintain the required flow, pressure and quality.

• Attaching the Supplier's hose and other ancillary items to Sydney Water's connection point(s) (e.g. tap, meter, hydrant, water main, reservoir etc.).

• Monitoring water levels in the Water Tanker (to ensure there is sufficient water to be distributed), water supply pressure and quality. Re-filling and adjustments as necessary.

• Dismantling of Equipment and disposal of unused water.

• Completion of documentation and dockets.

• Water quality testing and dosing Equipment/chemicals in accordance with statutory requirements.

• Maintaining records.
