Project goals

This RFP relates to the procurement of a telematics product for the TfNSW fleet of approx. 1,200truck and plant assets. The respondent will provide devices for new assets; Approx. 80 trucks, 50 trailers and small assets and, 30 plant items per year. The product will provide GPS tracking aswell as other features appropriate to the vehicle as detailed below. The provider will make thedata they collect available to authorised 3rd party apps via an API (Application ProgrammingInterface) in real time.

Scope

Supply and install a telematics product for new assets procured for the TfNSW fleet orotherwise at the direction of the TfNSW Representative.

The installation process shall include responsibility for the following:

• Scheduling the respondent’s installation technician with the leasing company, vehicle dealerand or body builder as appropriate.
• Installation of the supplied device and any associated accessories such as antennas, wiringharnesses, dash mounted buttons, etc.
• Configuring the device with the TfNSW Fleet Number and the Primary Identifier (VIN, Serial,Chassis no.) appropriate to the asset.
• Any tests or calibrations that may be required to ensure accurate data collection, such asOdo or hour meter offsets.
• Providing appropriate devices for the following types of assets, heavy vehicles,trailers and small assets, and plant equipment. Device type details provided in specificationsection.
• Providing devices that meet the provided specification.
• Provide ongoing support and service for these devices.

Additional details/instructions

We estimate the quantity to be delivered is 160 devices per year, split across different product types. This quantity is subject to change to suit the demands of Transport’s fleet.The vast majority of installations (95+%) will occur in the Sydney metro area. Some installations will be required in regional centres across NSW. Respondents shall provide a schedule of fees outlining how they charge for these installs. The installation of the devices will be coordinated with TfNSW staff and equipment providers.

TfNSW works closely with FMOs (Fleet Management Organisations) when procuring new leased assets. In such cases the FMO is responsible for build management and will coordinate with the respondentto purchase the specified devices on behalf of TfNSW and coordinate installation. The ongoing subscription for the device will be managed by TfNSW directly and paid on an agreed monthly schedule.
