The works required under this contract are performed to maintain and certify, under the relevant standards, the fuel oil storage system at Vales Point power station.
The Contractor must undertake the internal cleaning, waste disposal and repairs (as required) of two 1.2 Megalitre fuel oil storage tanks and one 9 Kilolitre fuel oil overflow tank. These works include, but are not limited to;
- Establishing safe Access Points to each tank
- Removing Contaminated Material to provide unobstructed access for internal Tank inspections
- Handle, transport, and disposed of Waste Material
- Coordinate with the Principal’s Metallurgists
- Execute Repairs and Restoration
LOCATION OF SITE
The Vales Point Power Station is located on the southern shore of Lake Macquarie, approximately 130 km north of Sydney, New South Wales, and approximately 3 km off the Pacific Highway North of Doyalson.
The Vales Point Power Station fuel oil storage system comprises two 1.2 Ml storage tanks, which are equipped with one common 9 kL overflow tank. The total operational stock level is maintained below 1 Ml. Each tank is surrounded by a bund fitted with a high-level detector which alarms to the station DCS. The storage tanks are loaded from road tankers through strainers and flow meters.
EXTENT OF WORK
The extent of the work required under this contract will cover the internal cleaning, waste disposal and repairs as required of two 1.2 Megalitre fuel oil storage tanks and one 9 Kilolitre fuel oil overflow tank
These works include:
- Establish an Access Point – The access point for internal entry must be created at the location of the previously used access hole (in respective tanks), where welded plates were installed for closure. This involves removing the welded plates while ensuring minimal structural impact on the tank wall. Note: Alternative access methods may be proposed, subject to approval by the Principal.
- Contaminated Material Removal – Remove all contaminated fuel oil, metal scale, and residue from the tank interior to facilitate safe and unobstructed access for inspection. All waste materials must be handled, transported, and disposed of in accordance with relevant environmental and regulatory requirements.
- Coordinate with the Principal’s Metallurgists – Collaborate with the Principal’s designated (free Issued) metallurgists to develop an inspection plan, ensuring all necessary assessments of the tank’s internal condition are conducted
- Execute Repairs and Restoration – Undertake all required repairs and restoration works as identified during the inspection, ensuring compliance with applicable standards and maintaining the structural integrity of the tank.
- All repair and restoration activities must be performed in accordance with industry best practices, relevant Australian Standards, and the Principal’s requirements
MANDATORY PRE-TENDER SITE INSPECTION
All Tenderers must attend a mandatory Pre Tender meeting to be conducted at 09:00 am on 3rd April 2025 at Vales Point Power Station. Companies who do not attend the mandatory Pre Tender meeting will not be eligible to submit a Tender.
Visitors to the Site must provide and wear their own safety hats, safety footwear, protective safety eyewear (clear glasses), long sleeved shirts (hi-vis) and long trousers or combination overalls (hi-vis).
It is expected that all companies have downloaded and reviewed all documents pertaining to the works prior to the site inspection.
Tenderers must notify Charlie Pearce, Contracts and Procurement Team Lead via email at Charlie.pearce@de.com.au, by 31st March 2025 of their intention to attend.
Proof of identity will be required prior to entry.
