Tender Description
As part of the Phase 1, Ausgrid invites the lodgement of Information/expression of interest in accordance with these RFx documents for Traffic Management Services.
In Phase 1, pricing will be optional however we strongly recommend uploading either your regular SoR or filling in the respective Returnable Schedule.
Those who are deemed suitable will be invited to the Phase 2 procurement Request for Tender.
Scope of Works
The proposed contracted services are for the provision of traffic control tasks to ensure the safe management of traffic for Ausgrid staff and the public on and around all work sites along with the provision of advice and all required documentation and permits. The traffic management contracts provide an essential service to enable Ausgrid to undertake maintenance and construction works safely.
Bidders will be asked to provide the necessary plant, equipment, technical and labour expertise and systems to deliver the required services as follows;
- Site assessment to establish site-specific requirements for traffic management;
- Traffic control crews with a traffic control supervisor included in each crew;
- All necessary vehicles, signage and equipment to enable successful delivery of the Services;
- Preparation of suitable Traffic Guidance Schemes (TGS) / Traffic Management Plans (TMP), and/or pedestrian management plans for submission to the appropriate authority, as well as Ausgrid, as required;
- Provision of generic TGS for works where suitable
- Obtaining traffic control permits / Road Occupancy Licences (ROL) and any other permits, authorisations, consent, certificates from the appropriate authority as required;
- Ensure that all on-site traffic management hazards are identified, risks are assessed and sufficiently controlled to protect business personnel, contractors and visitors and the public from harm;
- Innovation and continuous improvement to meet Ausgrid priorities; and
- Incorporate new market trends focussing on safety and productivity measures.
- Auditing of Traffic Management sites and systems of work
- Supply of information and data that supports set of Key Performance Indicators
- Regular reporting as defined by Ausgrid
- Interfacing with Ausgrid booking systems and timely feedback to booking officers.
Supplier Safety and Quality profile
- The successful contractor will be required always be compliant within Ausgrid's Partner Safety Management System (PSMS) Pegasus
- The successful supplier must hold ISO45001 accreditation for the life of the contract
- The successful supplier must hold ISO9001 accreditation for the life of the contract
Competence, training and qualifications of contract personnel
The Contractor must ensure that all Contract personnel are qualified, trained, competent to carry out their duties and fully understand the work they are required to perform under this Contract before any work commences. The determination of the competency requirements for personnel must be included in the Contractors Safey Systems of Works. There will also be a requirement for competencies to be uploaded into Ausgrid's Partner Safety Management System (PSMS), Pegasus.
