Indigo Shire Council is seeking Expressions of Interest from experienced lessees, owners or operators of holiday accommodation, holiday parks or caravan parks to Lease and Develop the Reserve (the Lessee).

The Lease will commence on 1 April 2026 or earlier by agreement.

This EOI includes a draft Lease and Masterplan that provides the base obligations of the Lessee.

The Lessee will be required to operate the Park in support of Council’s Park Vision, develop the Park generally in accordance with the proposed Masterplan and work closely with Council to ensure the best outcome for Council, the Park’s guests, visitors to the region and the businesses and community within Indigo Shire (the “Stakeholders’).

The Lease is not proposed to be a “set and forget” model. The Lessee and Council will liaise regularly throughout the term of the Lease to ensure it is maximising benefits to both the Lessee and all Stakeholders and supporting Council’s Park Vision.

Council is willing to consider any reasonable variations to the Masterplan provided that it improves the successful operation of the Park and continues to grow the Park during the term, to meet the agreed Park Vision.

Council is offering a 21-year term for this Lease with the expectations that the Lessee will complete Priority 1 works of the Masterplan within the first three years of the Lease term, Priority 2 within 5 years and, subject to Park growth, ideally the completion of Priority 3 of the Masterplan within 10 years.

It is Council’s vision that the Park becomes a key and central player in the visitor economy of Beechworth providing meaningful experiences as well as relevant high-quality accommodation for visitors to the region. It must be more than just a place to sleep.
