Tender Description
The Department of Finance requires a motor vehicle valuation service that has the capacity to provide motor vehicle valuations for motor vehicles that have had licences issued and/or transferred in Western Australia.
Under the current arrangement, the service provider is provided with an extract of licences granted or transferred in a given month by the Department of Transport.
The service provider is responsible for matching the records from the extract and supplying the Department of Transport with a valuation for each vehicle, current for the period it has been provided. A match is considered successful when the Department of Transport is provided with a wholesale valuation for the vehicle in average condition.
The Department of Transport then provides the Customer with the valuations and other information about the motor vehicles. The data provided for each successful match is used by the Customer to determine if the correct dutiable value has been provided at the time of licence grant or transfer, and therefore if the appropriate Vehicle Licence Duty (VLD) has been paid. This is then used as a guide to determine whether subsequent action against the vehicle licence holder is instigated by a Department of Finance Compliance Officer under provisions of the Duties Act 2008 and the Taxation Administration Act 2003. The Compliance Officer may also obtain a third-party valuation from a suitably qualified valuer and any other evidence required to ascertain whether a tax liability exists using their powers of investigation.
It is expected the Contract resulting from this Request will operate in a similar manner.
