Project goals
EnergyCo is leading the planning and coordination of Renewable Energy Zones (REZs) across NSW to meet the NSW Government's vision set out in the Electricity Infrastructure Roadmap.
The New England REZ is a critical energy project for NSW that will provide clean and reliable electricity to consumers for generations to come. The New England REZ network infrastructure project is the backbone of the New England REZ, and includes new transmission infrastructure, energy hubs and enabling infrastructure. The project is planned to be delivered in two stages to provide a transfer capacity of 6GW, with stage 1 to deliver 2.4GW by 2032 and stage 2 to deliver an additional 3.6GW by 2034.

Scope
The project provides a unique and long-term opportunity for an experienced and capable partner to undertake the network operator package, to be delivered as an ‘enhanced’ regulated concession model, including:
a) the design, construction and commissioning of the Network Operator package (including connection and interface arrangements to the existing transmission network)
b) the provision of private sector finance for the Network Operator package and EnergyCo's project development costs as the infrastructure planner, including involved and active equity participation in the management of the delivery and operations of the Network Operator package
c) the integration and commissioning of generation and storage projects
d) the operation and maintenance of the New England REZ network infrastructure (within a performance regime including key performance indicators focused on outcomes)
e) the handback of the New England REZ network infrastructure to EnergyCo in an appropriate condition at the end of the concession term
f) a whole-of-life approach to early and positive engagement with communities, First Nations people, local councils, landowners and other stakeholder groups, including earning trust and establishing long-term enduring relationships.
The successful delivery of the Network Operator package requires highly skilled delivery partners including world-class operator/transmission network service provider(s), delivery contractor(s), maintenance contractor(s) and financiers.

Recognising the long-term nature of the New England REZ, the Network Operator package presents a significant opportunity for a consortium to invest in a whole-of-life approach to the design, delivery and operation of the network infrastructure, including community and landowner outcomes.
EnergyCo is seeking registrations from interested parties with bona fide capability and experience to deliver the Network Operator package, either as a single entity, as a fully formed consortium or through the demonstration of the ability to procure a fully formed consortium. In their registration, interested parties must provide evidence that entities have a proven track record and appropriate capability and experience for the design, construction, finance, operation and maintenance of high voltage transmission networks similar to the project.
An industry briefing will be provided by EnergyCo on Thursday 27 March 2025. Further details are provided in section 7 of the call for registrations of interest document.
To submit a registration, an interested party must return all returnable schedules by email to nerez.networkoperator@energyco.nsw.gov.au before the close date, which is 3pm AEST on Monday 14 April 2025.
