The Alice Springs Town Council (ASTC) seeks a qualified consultancy to provide detailed civil design drawings and technical specifications for the landfill component of the Alice Springs Regional Waste Management Facility (RWMF). The RWMF, located on 56.6 hectares, handles approximately 45,000 tonnes of waste annually and requires upgrades to ensure efficient and sustainable waste management in compliance with Northern Territory Environmental Protection Authority (NTEPA) regulations.

Key Objectives:

Capacity Assessment and Staging:

• Determine optimal site capacity based on current survey data and existing management plans.
• Develop a staged landfill cell design and vertical expansion plan for cells 1-8.
• Conduct a detailed site survey to capture all relevant above and below ground features.

Detailed Engineered Design:

• Create detailed design plans for engineered landfill cells, considering height, airspace, and footprint.
• Align designs with the current Licence-Environmental Management Plan (LEMP) and long-term management plan.
• Address challenges related to slope stability, leachate, groundwater, stormwater, and gas control.

Infrastructure Design:

1. Design access roads, stormwater systems, signage, and vehicle movement controls.
2. Assess and report on the existing power and potable water supply.
3. Design landscaping and erosion control measures.

Final Landform and Land Use:

• Provide recommendations for future land use and post-closure care, including sustainability and erosion control assessments.

Regulatory Compliance:

• Ensure all designs comply with NTEPA regulations and other relevant standards.
• Liaise with relevant statutory authorities and obtain necessary permits.
