The Department is seeking to engage an ICT specialist to support the development of an open competitive Approach to Market (ATM) to contract a service provider(s) to deliver the National Early Intervention Service (NEIS). This will primarily include the validation of recommended ICT requirements and subsequent articulation in procurement documentation. Further, the ICT specialist will support the Department in determining the ICT requirements that are essential to create a minimum viable product for launch from 1 January 2026, and identifying what service requirements can be built over time.

The successful Supplier will provide ICT support primarily throughout the drafting and evaluation stages of the procurement process to contract a NEIS service provider. This will include providing expert ICT advice, analytical insights, business support and system guidance.

The Supplier will support the development and finalisation of ICT components of the following documentation throughout the procurement process which could include, but is not limited to, Sourcing Strategies, Procurement Plan, ATM documentation, risk analysis and evaluation plans, reports, debriefs and any industry briefings. The Supplier is also required to participate in the tender evaluation and train departmental staff on how to manage the ICT component of the resultant contract on an ongoing basis.
