Transport for NSW (TfNSW) is seeking Request for Tenders (RFTs) from companies that have capability to undertake the design and construction works for the Epping Bridge Project (EBP) - Main Works.

Project goals

The Australian and NSW governments are jointly providing funding to replace Epping Bridge to ease congestion, reduce travel times and improve safety for road users in Northwest Sydney. The upgrade will complement the Epping Town Centre road and intersection upgrades completed by Transport for NSW in 2018 to improve and alleviate traffic congestion in the area.

The Epping Bridge Project is needed to support the Epping Town Centre Urban Activation Plan by increasing road capacity for future growth and renewal. The project will provide a well-designed infrastructure element that makes a positive contribution to Epping Town Centre. The project aligns with future road and rail plans, primarily the planned fourth rail track at Epping Station.

The Procurement Process

A two stage Procurement Process will be implemented for the Project, which includes a Request for Tender (RFT) Phase and an Early Contractor Involvement (ECI) Phase.

Stage 1 - Request for Tender (RFT)

The first stage (being this RFT) is seeking Tenders from Tenderers that wish to participate in Stage 2 – ECI Phase. TfNSW’s intention is to select a maximum of two (2) Successful Tenderers to enter into an ECI Deed and participate in a competitive procurement process during the ECI Phase to each provise the ECI Services and submit an Offer to TfNSW to deliver the Project.

The project involves the replacement of the existing Epping Bridge with a new wider, single span bridge (with no centre pier).

Confidentiality Deed Poll Required

Recipients will be required to complete and execute the Confidentiality Deed Poll, along with Appendix A (User Access Request Form) of the Data Room Interaction Guide attached to this Opportunity as a pre-requisite to obtain access to the RFT documentation.

Completed Confidentiality Deed Polls and Appendix A (User Access Request Forms) must be emailed to the Contact Officer, Jeremy Lonergan at RSW.Procurement@transport.nsw.gov.au. Please DO NOT submit the Confidentiality Deed Poll through this advertisement.

Upon receipt, review and acceptance of the Confidentiality Deed Poll and Appendix A (User Access Request Form), the Recipient will be given access to the live RFT Ansarada Data Room. This live RFT Ansarada Data Room will contain the RFT documentation. The Recipient will also be directly notified by the Contact Officer.
