Tender Description

Te Puwaha is a project combining the work of four successful Provincial Growth Fund (PGF) applicants being Whanganui District Council, Horizons Regional Council, Q West Boat Builders and Te Ara Maihi (Port Employment Precinct), in partnership with iwi and Central Government. The project operates under a critical set of common project values that align with the Te Awa Tupua Act 2017 that protects the Whanganui River.

These values, referred to as Tupua te Kawa, guide all decision making in respect of the Whanganui River. Tupua te Kawa is the natural law and value system of Te Awa Tupua. The values embedded in Tupua te Kawa can broadly be described as:

  • The metaphysical and indivisible nature of the Whanganui River
  • The intrinsic and inalienable place of hapu and iwi as the River
  • Community empowerment via collective obligation to work collaboratively for the river's benefit.

Horizons Regional Council seeks to repair and upgrade the moles and other river training structures that control the alignment of the lower Whanganui River. This will protect nearby developments and critical city infrastructure from flooding, and provide marine access from the sea to the port.

Phase Two of this sub-project is the subject of this Particular request for tender. Works included in this Contract are:

  • Rock supply, approx. 6700t of 1000kg rock and 9300t of 50kg rock
  • Construction of 50m long rock groyne (Tanea groyne)
  • Securing the existing interface wall via placement of rock protection behind and at the toe.
  • Upgrade of South Mole including restacking of existing rock and placing new
  • Place rock to an existing 200m long rock lining
