The department requires expert technical and strategic skills covering business strategy, technology capability development and operationalisation, and delivery management.

In the context of its digital transformation work program, the department requires expert skills in relation to:

• Reviewing and updating as directed its current suite of technical and architectural artefacts and advising on their quality and usefulness, including identifying any gaps, errors, or inconsistencies. The department seeks advice about whether the proposed approach is clear and achievable, and whether it will deliver the objectives of the department.
• Reviewing and updating as directed its current suite of planning, costing, scheduling and other associated governance documents and advising on their quality and usefulness, including identifying any gaps, errors, or inconsistencies. The department seeks advice about whether the proposed approach is clear and achievable, and whether it will deliver the objectives of the department.
• Advising on the development of technical requirements for a number of projects and assisting in evaluation activities.

From the above requirements, the deliverables to be provided cover:

• The provision of a report which provides an assessment of the current suite of IWOW Program technical and architectural artefacts in terms of both (a) the capacity of the stated architectural landscape and transition pathway to achieve the department’s objectives and (b) the quality and comprehensiveness of the artefacts, including a list of any recommended changes or updates.
• The provision of a report which provides an assessment of the current suite of IWOW Program planning, costing, scheduling and other associated governance documents in terms of both (a) the adequacy ad appropriateness of the stated methodology and management arrangements to achieve the department’s objectives and (b) the quality and comprehensiveness of the documents, including a list of any recommended changes or updates.
• The provision of a set of PowerPoint slides that summarise the main findings and observations, and any key recommendations, from the above assessments.
• The provision of a presentation to an internal senior executive cohort based around the above PowerPoint slides on the main findings and observations, and any key recommendations, from the above assessments.
• The provision of both written and verbal input on the development of technical requirements for a number of planned projects.
